Providing Medical / Mental Health Services Providing adequate medical / mental health services to inmates is a key focus of the Consent Judgement and has been a top priority for OPSO, the City, and associated stakeholders for the past three years. Mental Health Working Group convened by Judge Africk in 2014 proposed using Hunt Correctional as a short term location, the renovation of TDC, and building Phase III as a permanent facility. Special Care Populations Working Group chaired by CM Susan Guidry provided recommendations on reducing the population of inmates requiring special care and proposed renovating fourth floor of OJC. JFA Institute completed a new review of jail population trends in 2016, predicting a sustained downward trend in jail population.

Phase III Groundwork Importantly, there are several major developments that have laid the groundwork for OPSO to move forward with the proposal Phase III: A number of initiatives spearheaded by the City Council, the City and OPSO have led to a 33% decline in ADP since 2013, and ADP is expected to continue to decline to 1349 by 2018. According to the latest jail population estimates by JFA Institute, OPSO is likely to average 46 male inmates and 7 female inmates with acute mental health needs by 2018, a number that can be adequately accommodated within the planned Phase III. The declining jail population has also eliminated the originally anticipated need to use Phase III as overflow for general population beds. The Youth Study Center plans to expand in order to accommodate all youthful inmates and eliminate the need for OPSO to house youth at OJC.

Phase III Implementation The construction of Phase III will enable OPSO to replace the temporary solution at Hunt Correctional and provide an on-site facility to provide quality care to inmates. This will minimize the expense and disruption of transporting inmates to Hunt and will be distinct and separate from the jail in order to provide a clinical setting for inmates. Phase III is composed of: 89 acute and sub acute beds: Population Projection 77 male beds Male and Female 70 12 female beds 25% peaking factor 19 An infirmary A clinic Administrative medical / mental health space which will free up program space in the jail Laundry Attorney visitation area
