‘Name & Shame’: Origins The term ‘name & shame’ can be found in use as early as 1884. ‘Name & Shame’: How it re-entered society as a verb phrase. British newspapers are credited for coining the term in the 1980s and 1990s. In 1996 The Independent (London) reported on a U.K. government initiative. "The Home Secretary [Conservative minister Michael Howard] is also expected to suggest a scheme to 'name and shame' young offenders by giving courts the power to remove the automatic anonymity for under-18s.“ Source: http://www.phrases.org.uk/meanings/253750.html

Naming and shaming in regards to natural resource management. A campaign from start to finish. The source of a campaign is an issue in natural resource management. A stakeholder group then decides to bring this issue to the public. Media is used to name the institution, organization and/or individuals involved. Shame is delivered by exposing the issue to the public for scrutiny. The institution, organization and/or individuals involved make changes or they do not.

Do you like sushi…or whales? True World Foods of Chicago is the largest supplier of sushi to the U.S.. They buy frozen fish from a Japanese company, Kyokuyo, which also buys and sells whale. The Environmental Investigation Agency (London, Washington D.C.) called for True World Foods to persuade its Japanese partner to stop profiting from whaling. The sushi solution….hmmmm In response to this campaign Kyokuyo sold their shares in companies conducting whaling. As an aside, said companies claim they are practising licensed ‘scientific whaling’. Japan’s scientific whaling. Since 1987, Japan has conducted an annual whale hunt in the Antarctic under the guise of “scientific” whaling. Scientific whaling in Japan claims to study stock structure of the whales. The research also gathers evidence for Japan’s hypothesis that whales are causing the depletion in worldwide fish populations. 600 whales are killed for research each year, and the meat is sold to fish traders. Greenpeace names & shames Japan’s scientific whaling. Greenpeace has named & shamed the Japan government for scientific whaling since its start. Japan’s new goal is to resume commercial whaling. Greenpeace is alleging that Japan is buying the votes of representatives on the International Whaling Commission (IWC). Greenpeace claims that Antigua/Barbuda, Dominica, Grenada, St. Lucia, St. Vincent, St. Kitts, the Solomon Islands and Guinea have had their votes bought and are already voting in line with Japan. In closing… Although a name and shame campaign can be very successful in regards to natural resource management there are criticisms. The campaign may negatively affect other stakeholder groups. The secession of the undesirable activities may have negative affects on other stakeholder groups. Name and shame campaigns can begin without thorough research on the issue.
