CURRENT SITUATION & INDICATORS The Population Amount of Which Wastes are Disposed In Accordance with By-Law (2007-2012)

CURRENT SITUATION & INDICATORS Landfill Gas Management The feasibility of installing a landfill gas recovery system depends on factors such as landfill gas generation rates, the availability of users, and the potential environmental impacts. Ankara 11.2 MW/h İstanbul 14.5 MW/h Bursa 1.40 MW/h TOTAL: 27.1 MW/h generating energy from landfill gas.

CURRENT SITUATION & INDICATORS Landfill Gas Management

CURRENT SITUATION & INDICATORS Hazardous Waste Amount & Disposal Total Amount: 1,12 Million Tonnes/year TURKSTAT, 2004 13

CURRENT SITUATION & INDICATORS Hazardous Waste Disposal FACILITY CAPACITY İZAYDAŞ (landfill)* 160.000 tonnes/year (%20 of total capacity is used) ERDEMİR (landfill) (accepting only its own wastes) 6.084 tonnes/year İSKEN 11.000 tonnes/year (Incineration) 35.000 tonnes/year PETKİM PETROCHEMICAL CO. WASTE MANAGEMENT PLANS TA Project for Preparation of WMPs A Technical Assistance Project has started in May 2008 in order to have a “National Waste Management Plan” complying with the format mentioned in “Preparing a Waste Management Plan-A Methodological Guidance Note” of EU. WMPs including all kinds of wastes (namely municipal, hazardous, special, medical, packaging wastes) in compliance with EU legislation and in this way providing support to the Projects taking place in the Operational Programme.

HARMONIZATION & IMPLEMENTATION OF LANDFILL DIRECTIVE Provisions related to Landfilling of By-law on Solid Waste Control (1991) (non-hazardous) By-law on Excavation Soil, C&D Waste Control (2004) (inert) By-law on Hazardous Waste Control (2005, 1995) (hazardous) (mostly compatible with LD) By-law on Medical Waste Control (2005, 1993) (hazardous)

HARMONIZATION & IMPLEMENTATION OF LANDFILL DIRECTIVE 2003/33 Council Decision on criteria and procedures for the acceptance of waste at landfills BY-LAW ON LANDFILLING OF WASTE Draft By-law is expected to have come into force until the end of 2009.

HARMONIZATION & IMPLEMENTATION OF LANDFILL DIRECTIVE Difficulties that could occur during Implementation of LD Prohibition of acceptance of waste without pretreatment Reduction of biodegradable waste going to landfill Lack of legal provisions in law about financial security for non-hazardous and inert waste landfills Limit values for waste acceptance criteria (e.g. TOC, DOC, LoI) Waste producers’ lack of awareness of requirements of Directive (esp. Municipalities)
