"INTER-AMERICAN BIODIVERSITY INFORMATION NETWORK (IABIN)" Marine Protected Areas Management Effectiveness 1st IABIN Caribbean Meeting __________________ March 10-13, 2008 Ocho Rios, Jamaica

Methodology 1.) Data in MPA Global for the Caribbean region: Louisa Woods and Colette Wabnitz (all charts source: Louisa Wood, Sea Around Us Project) 2.) 16 new data fields of interest were added to the exiting 19 fields for a total of 36 fields

Data fields that already exist in MPA Global and would be verified & updated MPA name Designation type MPA location (country or territory) Central latitude & longitude MPA boundary data (prefereably as a zipped ESRI shapefile or interchange file) Date MPA was designated (yyyy-mm-dd) Name & year of legislation/agreement used to designate the MPA Total area of MPA (including land) Marine portion of MPA (from mean high water mark) Qualitative indication (all/part/none) of MPA that is no-take (i.e. extraction of all resources is prohibited) Area that is no-take Ownership details (i.e. owner, tenure rights etc) Administration Management Authority IUCN category World Heritage designation Ramsar designation Presence/absence of various habitats in MPA Type & area of dominant habitat within MPA

New data fields added to MPA Global Reason(s) for designation of MPA Is the MPA part of a larger spatial marine resource management plan List up to 2 primary MPA objectives Management plan exists for MPA Start & end dates of management plan List top two critical management activities Budget needed for MPA (USD) Budget available for MPA (USD) Source(s) of budget & values (USD) Number of staff Permanent Temporary Contact information of MPA manager MPA website URL Key species occurring within MPA Top two threats to the MPA Invasive Species present Invasive species 1 Invasive species 2

Evaluation Methodology Protected areas cover 11 per cent of the world’s land surface 1 per cent of the world’s oceans. IUCN’s World Commission on Protected Areas, TNC, UNEP-WCMC, UNESCO, CBD, GEF develop appropriate tools In the Caribbean region, hard coral cover declined by 80%. 35% of mangroves have been lost in just 20 years.

proportion of the world’s large marine ecosystems protected

600 MPAs cover approximately 2. 2 million km 2 600 MPAs cover approximately 2.2 million km 2.6% of the world’s oceans.

Growth global marine area protected areas

2005 Millennium Ecosystem Assessment Synthesis Report “… important gaps particularly in marine and freshwater systems”, and “The biodiversity of inland waters appears to be in worse condition, driven by declines in the area of wetlands and the quality of water in inland waters”. The Ramsar Convention on Wetlands (www.ramsar.org/) has adopted a target for 250 million hectares of wetlands to be well managed in designated sites

Evaluation Methodology Convention on Biological Diversity has adopted a target of 275 million hectares of inland waters habitats to be conserved in protected areas by 2010. CBD Conference of the Parties in 2004, 188 member countries agreed to develop assessment systems and report on the effectiveness of 30 per cent of their protected areas by 2010.

We are not going to make 2010-2012 targets

Percentage of marine habitat types protected

3.) The official(s) from each Country were requested to fill in the fields and coordinate with the World Database on Protected Areas (WDPA and the IABIN Protected Areas Thematic Network (PATN). IN PROCESS 4.) Prepare Caribbean Countries to make a unified presentation on MPA databasing and management effectiveness at the 11th International Coral reef Symposium in July 2008. IN PROCESS

Related Activities 5.) (i) WCMC-WDPA (attributes, databases development and interoperability, and Management Effectiveness), (ii) the IABIN Protected Areas Thematic Network, (iii) the IABIN Ecosystems Thematic Network, (iv) the UNEP-CEP CaMPAM's (CAribbean Marine Proteced AREa Management Network and Forum), and joint project with

Evaluation Methodology Marine Park Global Management Effectiveness Objectives: Provide harmonized Database where trends can be analyzed by park, country, region. Assist countries with reporting commitments. Able to supply consistent data to allow monitoring of progress over time Easy to complete by protected area staff

Evaluation Methodology

Evaluation Methodology Harmonised reporting for multiple sites Tracking progress over time Relatively quick and easy to complete Based on expert knowledge available at site Easily understood by non-specialists Nested within existing reporting systems Providing useful information to managers

Evaluation Methodology Relative success: issues relating to legal establishment, biodiversity condition assessment, boundary demarcation, design and objective setting Relative failure: activities relating to people (both local communities and visitors), management planning, monitoring and evaluation, budget and education and awareness
