Key Points ’17 revenue growth was below budget; consensus foresees trend continuing New forecast results in projected Baseline cash shortfalls: ’18 = $(24) M ’19 = $(80) M

How Did We End Up with a Projected Shortfall? ’18 General Fund budget balance had little margin for error – 0.4% At that rate, small forecast shortfall easily pushes us negative 1% variance in forecast yields $635 M over 3 years
