BRR WAS ESTABLISHED TO COORDINATE ALL RECONSTRUCTION EFFORT AND IMPLEMENT GOVERNMENT BUDGET Establishment of Rehabilitation and Reconstruction Agency (BRR) Aceh and Nias* The mission of the Executing Agency of BRR Aceh and Nias Restore livelihoods and strengthen communities by designing and implementing a coordinated, community-driven reconstruction and development program with the highest professional standards Facilitate and coordinate program implementation of all players, i.e., government and local, national, and international institutions Coordinate and implement the government projects based on the implementation guidelines Established 16 April 2006 through Government Regulation in Lieu of Law No. 2/2005 BRR has three governing bodies: Advisory Board Supervisory Board Executing Agency “…we will rebuild Aceh and Nias. FOCUS OF THE RECONSTRUCTION SHIFTS ALONG THE PERIOD OF 2005-2009 WHEN BRR COMPLETES ITS MANDATE Funding issues aside, we are making great progress. Despite early criticism that we were going too slow – compared with what, I don’t know – we are well on track to deliver serious results across all sectors. As this slide shows, we are well on track to complete the majority of our housing program by the end of this year. Most land-titles should be finalised by then too. Our infrastructure development program has yet to peak but is building solid momentum. We have made huge strides in recreating the foundations for economic development. And as we gradually prepare to transition to local government control at the end of our mandate, our capacity building program for local government (seen here in blue) is increasing in prominence. ORGANIZATION OF BRR MONITORING AND EVALUATION Satker is Project Implementing Unit Every Regional Office and Directorate has Monitoring and Evaluation section to control the quality and progress of project implementation PPMK (Center for Quality Control and Assurance) deploys teams to check all BRR projects implementation in the field on random or scheduled basis to make sure the output quality meets the required specifications Project output is also checked by Deputy of Internal Audit/Supervisory All findings found in the field are reported to relevant Sectoral Deputy, Directorate, Regional Office, Satker, and Consultant/Contractor

It is vital that everyone involved works together in a common cause – building a stable, prosperous, healthy Aceh. Delivering an effective reconstruction program is crucial to this objective. So too are the many institutional arrangements we have put in place to foster dialogue, build capacity and strengthen cooperation. I am optimistic for Aceh’s future. But the challenges are real and there is no room for complacency. Even so, we in BRR hope that in the decades ahead we can all look back on our joint efforts in Aceh today as laying the foundations for one of the world’s great success stories - a model of peace, prosperity and productive endeavour in a stable, conflict-free environment. From the great tragedy of the tsunami we can then say we delivered a truly great triumph. Thank you for your kind attention. 40 40
