Background of the Project Biomass energy project is first pilot project in the Public Sector to ensure the supply of biomass as fuel for power generation. The project will be a showcased to the potential investors in future to attract investment in bio mass energy sector. Govt. of Punjab is investing to become a role model to attract investment in the future of agriculture & economy. Currently, no supply chain exists for supply of biomass. Due to nonexistence of supply chain, the traditional methods of handling biomass are prevalent.
Conti….. The Company is investing to develop mechanized system for collection of biomass. Due to the absence of a biomass supply chain, the private sector installed biomass energy projects shifted to other available fuel sources i.e. furnace oil, coal and gas. The Energy Department shall establish a 20 MW biomass power plant at Chak Jhumra, Faisalabad. The Bio Energy Company has been given the mandate to ensure all biomass requirements of the power plant.
Establishment of Organization Punjab Bio Energy Company (PBECL) has established its head office at 34-A, New Muslim Town, Lahore. The Company has also established its site office at Faisalabad. Senior management and other operational staff have been appointed. An operational team headed by Manager Ops has been deputed at Faisalabad Office. The members of the Board meet frequently to achieve organizational objectives.

Development of Avenues in Agriculture Introduction of a new business model in the agri. sector. The Company provides machinery at subsidized cost to the farmers/suppliers to encourage mechanized collection of biomass. Planned introduction of 100 straw balers. Access of 17 baler machines to farmers/suppliers of biomass.
Establishment of Collection Center The Energy Department has initiated feasibility study for establishment of biomass power plant. The study has identified various locations to establish collection center for purchase and storage of biomass. Faisalabad, Chak Jhumra, Sanglahill, Shahkot, Khurrianwala, Jaranwala, Chiniot, Nankana Sahib, Pindi Bhattian & Okara . The Company has planned to establish the first collection center at Chak Jhumra Faisalabad. The Company has selected M/s. Techno Legal Consultants (Pvt.) Ltd. as consultant for development of storage facility at site.

Update on Feasibility Study Based on the Feasibility study, the Company has to procure around 140,000 tons of biomass. PBECL has conveyed their comments/ observations to the Energy Department on the final draft.

CURRENT PROGRESS Development of Storage Facility
Bailing Due to non-existence of supply chain, the traditional methods of handling of biomass are prevailing. During this harvesting season, the Company introduced baling machines for collection and transportation of baled biomass. The baling machines collected and baled residue straw. Resultantly, reduced the transportation cost. The balers operated in the areas of Chiniot, Shahkot & Charaghabad, Nankana Sahib and Sheikhupura.

Transportation Transportation cost directly affects the overall cost of the biomass. Bale weight is around 20-25Kg. The most economical and suitable means of transportation is Tractor Trolla.

Quality Assurance Quality assurance of the biomass is an important component of the whole supply chain. The Company ensures the quality of biomass through trained staff. In case of moisture above 15%, deduction applied up to 20%. Quality Parameters are: Moisture: 20% Max. Whereas deduction is applicable above 15% Sand/Dust: 04% Max Mud Pieces: 02% Max
Quality Assurance Moisture content is measured by digital moisture meters
Stacking and Storage The Company has appointed centre in-charge/supervisor to ensure quality purchases and proper stacking of baled biomass at the site. In order to avoid any damage due to rain, currently the stacks are covered with water proof tarpaulin
