Basque Autonomous Community General background on the Basque Autonomous Community (BAC) The BAC, or Euskadi, is made up of three ‘historic territories’, or provinces: Bizkaia, Alava and Gipuzkoa. As you know, we are located near the Pyrenees, the mountain range that forms the official border between Spain and France. There are three important cities in the BAC: 1. Vitoria-Gasteiz is the administrative capital and seat of the Basque Government, Central Education Services, etc. 2. Donostia-San Sebastian is the tourism capital and home of the International Film Festival. 3. Bilbao, the economic and industrial capital, nowadays in the process of converting to a service-oriented centre. Bizkaia’s capital city is the center of a number of surrounding towns, with a population of 1,100,000, so ± 50% of the entire population of the BAC. Your Arion visit is mostly centred in Bilbao,
