Southwestern Compact Reutilization & Reuse Program for Sealed Sources Chair George Campbell & Commissioner Dale Patrick Southwestern Compact OCTOBER 16,2017 LLW Forum Presentation
Why the Southwest Compact Commission Considered Reuse of Sources Concerns over the lack of tracking of sealed sources within the boundaries of the Southwest Compact Seeking financial savings for our Generators and promote responsible opportunities for reutilization of sealed sources To develop a business friendly approach to encourage Industry Manufacturers and Service Brokers to become involved with our efforts for reuse
WHY A REUTILIZATION & REUSE PROGRAM NEEDS TO HAPPEN A responsible way to track sealed sources providing security, safety and accountability Reducing the ongoing need to add additional sources in the market when savings could be realized for various Generators SCATR Program is annually reducing the cost sharing with Generators & funding is limited to annual federal funding
How Does the Compact Learn Licensee Needs to Properly Handle Sources? Working closely with Compact State Regulators to establish a need of verification of sealed sources during on-site visit of facilities. Ask if there are any questions regarding Reuse & Reutilization & Disposal Working to involve private industry instead of just government agencies thru Workshops & Conferences discussing how to be an active participant in utilizing sources to their highest potential Establish various outlets to distribute education brochures prepared by the DSWG Committee for Management & RSO’s to enhance understanding of their responsibilities for Reuse or Disposal
Standards the Compact Believes Will Promote Responsible Reutilization & Reuse A program that provides secure tracking of sealed sources Work within the requirements of Compact law Establish a criteria for specific sources with source characterization that qualifies for reutilization & reuse Set a time limit allowed for storage before disposal is required—just not accumulating sources at a site Search for companies who have a service license that has numerous industry contacts, has an established tracking system, adequate safe storage capabilities and will work with our Compact
