A NEW REGIONAL DELIVERY MODEL LOCAL LAND SERVICES How you can advise the process

Local Land Services will be Regionally-based, semi-autonomous statutory organisations Governed by locally elected and skills-based Board members. Local Land Services will: Deliver integrated agricultural industry advice, biosecurity and natural resource management functions Local Land Services brings together: Livestock Health and Pest Authorities Catchment Management Authorities Agriculture NSW advisory services.

Local Land Services Regions Boundaries are being recommended by a Reference Committee led by Dr John Keniry, in his role as Commissioner of the Natural Resources Commission A consultation process is underway to get feedback on rates, composition of the Boards, governance and variations to the draft boundaries http://engage.haveyoursay.nsw.gov.au/locallandservices

CRITERIA USED BY REFERENCE GROUP TO RECOMMEND REGIONS. LLS regions should: Support effective service delivery, Support localism and devolution of decision making, Contain similar landforms and land use where possible, Recognise community engagement and interaction at a local government scale.

Supporting effective service delivery ISSUES TO CONSIDER Supporting effective service delivery Integrating service delivery at the most appropriate landscape scale Supporting the most efficient management of key resources such as water supply Supporting efficient management of critical natural assets such as the World Heritage Area Providing accessibility for landholders to services such as advice, funding and management support Minimising transaction costs by aligning boundaries of LLS with key service providers eg SCA, local government, GBMWHA managers Maintaining investor confidence to attract funding such as Caring for Our Country

Support localism and devolution of decision making ISSUES TO CONSIDER Support localism and devolution of decision making Maintaining well established mechanisms that allow input to decision making, such as Local Government Advisory Group, Landscape Community Reference Groups , Peak Industry Groups and Landcare networks Providing consistent support at appropriate scale for existing landuses such as primary production in an evolving planning context eg Sydney-Canberra Corridor

OTHER ISSUES TO CONSIDER Maximising effectiveness of biosecurity and emergency response LLS boundaries should support timely and efficient responses to biosecurity issues, such as potential disease outbreaks in the poultry industry, now widespread across the Southern Highlands and Tablelands emergency response to the Pacific Oyster Mortality Syndrome in the Hawkesbury estuary, which includes Pittwater and Brisbane Waters Strategic management of pest plants and animals

OTHER ISSUES TO CONSIDER Maintaining community engagement and interaction at a local government scale The need to maintain community confidence based on existing long term relationships and support of community and Landcare networks across the region The value of well established collaboration between regional management and local government to support community engagement and on-ground actions
