Regulatory Updates & Safety Alerts The purpose of my presentation today is to provide you with a brief overview of updates to relevant regulation changes and to share the most recent safety alerts that may affect your operations. Each of you should have the 13 page handout that covers all the information I’m about to discuss and then some. I want to keep this brief, so I only plan to cover the most relevant topics and those that have not already been covered. When you get a chance after today, please review the entire handout and I’d be happy to hear any feedback or answer any questions you may have. Marine Safety Alerts ► 15-14: Accidental release of CO2 system - UTV, crewmember mistakenly discharged CO2 system - Conduct a pre-test meeting and walkthrough before prior to testing - Ensure crewmembers have the proper knowledge ► 13-14: Corrosion of bilge pump discharge piping - Marine inspector discovered water back-flow into vessel’s bilge while testing bilge pump - Trace out and inspect entire bilge piping system - Make routing inspections of concealed compartments - Consider installing an access plate - Inform Coast Guard if changes are made Marine Safety Alerts are issued by the Coast Guard to raise awareness on a safety issues. Typically these are lessons learned that result from marine casualty investigations. A list of all Safety Alerts can be found on the Homeport website as indicated on your handouts.

Marine Safety Alerts ► 12-14: Fuel system modifications lead to fire - Crewmember noticed a small fuel spay fire had developed above a propulsion engine - Always use proper replacement parts - Consider seam replacement of exhaust insulation and lagging during installation - Follow good marine practice - Detroit Diesel engines, verify head to head couplings are used for the fuel supply/return passages ► 09-14: Air draft is critical! - Bridge strikes accounted for 1.2% of all vessel allisions in the last 11 years - Know your air draft in all situations

Marine Safety Alerts ► 07-14: Preventing slips, trips, and falls - Passenger fell through an unprotected two step stairwell and received significant injuries - Indentify stair hazards and secure them to prevent accidents - When a hazard cannot be eliminated mention it during the initial safety brief ► 04-14: Inadequate Snaphooks on Lifejackets Revere Models 198RT & 160RT - Washington State Ferry personnel discovered numerous problematic snaphooks on one of their vessels and reported it to Coast Guard - If you have these models, contact jacksonville.sales@survitecgroup.com

Regulation Updates ► Vessel Documentation Renewal Fees - The Coast Guard seeks public comment on whether to increase the period of validity for renewing endorsements of Certificates of Documentation. A separate $26 fee for annual renewals for endorsements was recently establish. Coast Guard is considering implementing multiyear renewals. - OPEN for comment - Due by June 1, 2015

Regulation Updates ► Commercial Diving Operations - The Coast Guard proposes to amend its regulations for commercial diving that is conducted from deepwater ports or deepwater port safety zones, or in connection with Outer Continental Shelf (OCS) activities, or from vessels that are required to have a COI. - OPEN for comment - Due by May 20, 2015 ► Medical waivers for merchant mariner credential applicants - The Coast Guard is seeking public comments on the proposed rule making for medical waivers for the following conditions: Cardiomyopathy, Diabetes Mellitus, Narcolepsy, Obstructive Sleep Apena - OPEN for comment – Due by May 19, 2015

Regulation Updates ► Random Drug Testing Rate for Covered Crewmembers - The Coast Guard has set the calendar year 2015 minimum drug testing rate at 25 percent of covered crewmembers - MIS reports must be submitted no later than March 15, 2015 ► Vessel requirements for notices of arrival and departure and automatic identification system (AIS) - Coast Guard expanded the applicability of notice of arrival and AIS requirements to include more commercial vessels - Final rule is effective March 2, 2015 except for amendments to 33 CFR 160 which become effective April 30, 2015 - AIS installation period as been extended to March 2, 2016

Regulation Updates ► Survival Craft Update - Impacted by CG Authorization Acts of 2010 & 2012 - Out of the water requirement - Report submitted to Congress, still under review - Implementation date: February 26, 2016 (tentative) ► New NVIC Guidance published on the STCW amendments - Pertains to vessel security officers on MTSA regulated vessels - Effective March 24, 2014; after July 1, 2015 Vessel Security Officers on vessels greater than 500 gross tons or operating beyond the boundary line must have the proper STCW endorsement. NVIC 21-14 provides specific details

Policy Updates ► Guidance for the use of Liquefied Natural Gas as marine fuel - Recommend guidance regarding transfer operations and training of personnel signed February 25, 2015 ► Documentation and tonnage of smaller commercial vessels - Coast Guard Marine Safety Center published “Documentation and Tonnage of Smaller Commercial Vessels”. The guide provides information concerning federal documentation and tonnage measurement requirements for commercial vessels less than 79 feet ► Marine Safety Center - Technical Notes and Plan Review

Policy Updates ► Release of 2015 Light Lists - 2015 Light Lights have been published and are available for download at the Coast Guard’s Navigation Center Webpage ► National Vessel Documentation Center paperwork status inquiry update - NVDC now provides the ability for customers to electronically search for the receipt status of their paperwork to verify documentation received, and entered into the IT system, awaiting processing ► Updated Navigation Rules and Regulations Handbook - Handbook is available online for download - Required on vessels 12 meters or more
