Innovations in public sector Innovation is a key driving force behing the knowlegde-based economy. How to deal with it in public sector which is compeletely different than privite one? Basic boundaries: risk, structures, civil service skills, lack of innovation culture and best practise.

Shared services centres in public administration Rethinking the machinery of government needs to make public institutions more flexible. However, public administration in Poland has delivered services by small units and each of them has been running by seperate IT, HR, payroll, legal or insurence services. (Legal solutions implemented in 1960s). Idea is to delegate activities and processes related to the functioning of individual organisational units to a single location and, thus, relieving the middle management from having to perform the tasks that are not directly related to their primary objective.

Shared services centres in public administration WAS IS Each unit thinks only about their own operation issues. It was nearly impossible to control all units operating in local government. Different costs and quality between units in terms of operation issues. Economies of scale gives an opportunity to do it in less time and better quality. More effective control of these processes. Standardisation of service processes and savings resulting.

Next generation of service delivery Innovation in public service links with overcoming old structures and modes of thinking and embracing new technologies and ideas Ripple effect – open public data and leave it to citizens

Local government as a key actor Problem: 40 000 Warsaw residents with visual impairment face challenges that limit their accessibility to services, and limit their independence and employment opportunities Solution: micro-navigation system – a persona guide that allows any owner of smartfone to receive information Warsaw was a winner of the Bloomberg Mayors Challenge, which helped to kickstart the innovation.

Knowledge and skills as a critical asset As a result of changing paradigm of public management and service delivery public administration employees need diffrent kind of knowlegde and skills than previous ones. Inefficient government bureaucracy in Poland is presented as a major barrier for doing business. Between business managers and civil servants there is a growing knowledge/ skills gap which cause misunderstandings and lack of co- operation
