The FEMA Individual Assistance (IA) Program, the Disaster Recovery Center (DRC) and site location of a DRC are essential components to helping citizens restore basic, life-living needs post disaster. Before we begin . . . DRC: Disaster Recovery Center OFA: Other Federal Agencies ONA: Other Needs Assistance POD: Points of Distribution SBA: Small Business Administration You will hear some of these acronyms throughout the presentation and they are: DRC: OFA: ONA: Program to help individuals that are in a serious disaster related needs POD: Site where essentials are given out to individuals SBA: IA_Resource_7-13

FEMA Individual Assistance (IA) program – Helps individuals + families impacted by disaster recover a basic, life-living environment. What is the Individual Assistance (IA) Program? Individual Assistance program is a program meant to help your individuals get back to a basic life-living environment. Your basic life-living environment consist of: Temporary Housing / Shelter Food Water Clothing As Ben said early today this program is a FEMA program and is not a GOSHEP program. IA_Resource_7-13

Authorities 44 Code of Federal Regulations (CFR), Subpart D 206.101 + Subpart F 206.141. For those of you who are interested, these are the authorities for this program and can be found in the 44 CFR Subparts D and Subparts F IA_Resource_7-13

What does FEMA IA provide? Financial Direct Other needs assistance (ONA) Blue Roof Program Lodging expenses + rental assistance. Temporary housing. Medical, dental, funeral expenses and other personal expenses. At the request of the parish with a 75%/25% parish cost share. IA provides these types of assistance: Financial: will be lodging expenses and rental assistance. Which is Hotels or Motels. Direct: Is temporary housing that, which is setup by FEMA. Example is a mobile home or FEMA trailer. Other Needs Assistance: is you medical, dental, funeral expenses, and other personal expenses, that is not covered by insurance or any other programs. Blue Roof Program: The Blue Roof Program is at the parishes request. This Program is a 75/25 cost share with the 25% being the parishes responsibility. Once again I want to stress that 25% is the Parishes responsibility. This is very important point, individuals can only obtain these types of assistance or programs if they have been directly impacted by the disaster. IA_Resource_7-13

Disaster Recovery Centers (DRCs) Key component of Individual Assistance (IA). Hub of other assistance. Who has had a DRC in there location? For those who have not, what are Disaster Recovery Centers? The DRC is a key component of the IA program and the hub of activity post disaster.

DRCs + Applicant Readily accessible facility or mobile office . . . Face-to-face time. Applicants go for information. Resources to assist with disaster recovery. So how can your Citizens take advantage of these programs in addition to applying on online or via telephone? They may visit a DRC should one be set up in your parish. This is where your individuals can go to get face to face time with the agencies, to apply or to check status of their applications, and also to receive other types of assistance.

DRCs may include . . . Other Federal Agencies (OFA) FEMA + State + Local Government Agencies + Voluntary Agencies + Other Federal Agencies (OFA) Within the DRC you may a find combination of ….

Individual Assistance (IA) Program Other Agencies Some of the other IA programs within the DRC could be: As well as a few of these other agencies which might include: Depending on the Disaster the DRC could have a combination of programs and IA_Resource_7-13

DRCs – Consider site location NOW! Consider multiple sites. Must be requested by parish. So what does this mean to you in the parish?! Let me tell you! CONSIDER YOUR SITE LOCATION NOW!!!! Think about site locations for your DRC, think about multiple sites for your DRC, because you will not know pre-disaster where the impact zone will be. (give example) You the Parish must make the request for a DRC and GOHSEP is in no way responsible or liable for site location or requesting your DRC. Remember it is better to plan now and be prepared for your DRC because the longer the parish waits to pick the site, the longer it takes for your citizens to get back to their basic, life-living environment.

DRCs – Site location (Continued . . . ) Parking + handicap accessible. FEMA Inspection Team is required prior to signing lease. Up to code. Keep in mind several things when considering a DRC site location. The DRC should have adequate parking and be handicap accessible for all your DRC locations. You should also know that a DRC is subject to a FEMA inspection team prior to signing a lease. Please DO NOT sign a lease until your DRC has been inspected by a FEMA inspection team. So make sure your site selection is up to codes. When you are thinking about codes, consider your local fire department as a DRC. The Fire Departments are great place to house a DRC because they are already up to codes and is not subject to FEMA inspection.

DRCs – Site location (Continued . . . ) Public facility – No-cost lease. Can not co-locate with. . . Pod sites or food stamp distribution centers. Centrally located to area of damage. When considering site location try to find a public facility no-cost lease. Please note that DRC’s can not co-locate with pod sites or food stamp distribution centers due to security and safety measures. In addition a DRC should be centrally located to area of damage.

Important considerations . . . Programs provide a safety net for those without essential basics. In summary I want to recap:   IA programs are a safety net for those without essential basics. It is not meant to make them whole but rather restore them to basic life-living environment and the basic life-living environment are Temporary Housing, Shelters, Food, Water and Clothing. So how can your parish be prepared? You can go ahead and make those DRC locations, better yet make multiple DRC locations! This will help your citizens and parish to recover as quickly and efficiently as possible should a disaster occur in your area. IA_Resource_7-13
