EU Cooperation & innovation 29 September 2017, Edinburgh, Scotland Delivering Value from our European partnerships 29 September 2017, Edinburgh, Scotland Discussion Session Scottish Stakeholder Benefits and Impact of EU Collaboration & Engagement via EU Programmes and networks Dr. Brian McVey Head of EU Engagement, Scottish Enterprise

Overview EU Engagement: important to Scotland’s economic development agenda Important source of Funding...significant impact delivered, over the years Learning & Knowledge and Relationships also important Contribution to policy development – framework, ideas/knowledge, priorities Future challenges are obvious – not just resources There are ‘gaps’ and ‘connections’, which Brexit will impact Looking beyond Funding – Research and Innovation, “Talent”, Inclusive Growth Scotland’s wider Internationalisation agenda How do we do this from outside the EU?

Benefits of EU Engagement Clear Economic Impact... Funding, Projects, Services Long-term impacts in priority areas: Infrastructure, Research & Innovation, Inclusive Growth Impacts are increasingly about Engagement – collaboration, networks, ‘profile’ ...but there are other benefits Knowledge exchange/policy development Profile/reputation Contribution to wider economic development framework Policy focus – eg regional policy, “inclusive growth”, sustainability Relationships – both within Scotland and beyond How do we sustain this post-Brexit?

Areas of Priority The future environment remains highly uncertain, but our priorities remain clear: Making the most of opportunities which we remain a full EU member Funding, Structural Funds, UK Guarantees/Transition Maintaining Scotland’s profile Developing new ways of Engaging … while responding to the consequences of Brexit Important ‘domestic’ agenda – “knock on” effects Need for Focus Maintaining our Capacity (Expertise) Joining up our efforts – building on our strengths Points for Discussion How do we get ahead – and stay ahead – of developments? What scope do we have to develop a distinctive – and joined-up – Scottish profile? What existing EU networks can be utilised?
