IMO Port Facility Numbers Good afternoon again, in my second presentation I will focus on the use of IMO Port Facility Numbers, which is derived from UN/LOCODE of the port location. Hakan Demirlioglu Geneva, November 2017

UN/LOCODEs in GISIS Use of UN/LOCODEs in GISIS modules: Maritime Security (Port Facilities), Port Reception Facilities, Port State Control, Piracy and Armed Robbery, Stowaways and Illegal Migrants, MARPOL Annex VI, LRIT Data Distribution Plan, Port State Control. You may remember from my first presentation that , UNLOCODEs are used as a reference to port locations in many of the GISIS modules. Among others, the UN/LOCODEs are even more important for the two of these modules as they have child records which are directly connected to the UNLOCODE port list. They are Port facilities in Maritime Security Module and Port Reception Facilities. In this presentation, we will be looking into the details of Maritime Security Module.

The International Ship and Port Facility (ISPS) Code Entered into force on 1 July 2004 (SOLAS chapter XI-2) Basis for a comprehensive mandatory security regime for international shipping Port Facility Numbers  Data compliance with the ISPS Code Maritime Security module is prepared to assist SOLAS Contracting Governments to fulfil their reporting requirements under the ISPS Code. The ISPS Code is the basis for a comprehensive mandatory security regime for international shipping since 2004. and IMO Port facility numbers are produced to comply with the ISPS Code.

The International Ship and Port Facility (ISPS) Code Regulation 13 (Communication of information) Contracting Governments shall communicate to the Organization (IMO) and shall make available for the information of Companies and ships: … the locations within their territory covered by the approved port facility security plans; According to the ISPS Code, SOLAS Contracting Governments are required to communicate to IMO for the information on their port facilities.

IMO Port Facility Numbers Port Facility (ISPS Code): “A location, as determined by the Contracting Government or by the Designated Authority, where the ship/port interface takes place. This includes areas such as anchorages, waiting berths and approaches from seaward, as appropriate.” One UN/LOCODE Port  Many Port Facilities Port facility is defined as a location where the ship/port interface takes place. Ship/port interface means the interactions that occur when actions involving the movement of persons, goods or the provisions of port services to or from the ship. Thus, there could be many port facilities within a location identified by a single UN/LOCODE. However, there is a standardization issue within the UNLOCODE port locations, as raised this morning by the representative of Turkey. There are some individual port facilities with its own UNLOCODE, on the other hand, like the case we have on the screen in London, there are tens on port facilities connected to a single UNLOCODE.

IMO Port Facility Numbers Unique “IMO Port facility numbers” generated for each port facility using the UN/LOCODE of the port: GBLON – 0145 (London Container Terminal) Five-character UN/LOCODE 4-digit code separated with a dash IMO Port Facility numbers are produced when a port facility is first registered in to the GISIS Maritime Security Module for the purpose of providing unique identification for it. On the screen, you can see how we form port facility numbers. For instance, GBLON-0145 belongs to London Container Terminal. First five character of the number comes directly from the UNLOCODE of the port location, in this case GBLON is the UNLOCODE for London. The remaining 4 digit extension is assigned automatically according to the registration order, it does not reflect any kind of grading or ordering between ports. However, there is a standardization issue within the current UNLOCODE port location list, as raised this morning by the representative of Turkey. IMO Port Facility Numbers Available for public access in GISIS The list of the port facilities is available for public access in GISIS. The list is also available for IMO Members via SOAP based web services. Available for IMO Member States via SOAP-based web services (XML)

IMO Port Facility Numbers Created/updated/deleted by Member States via web interface/web services Coordinates of the port facility is included in the dataset More detailed information about the port facilities is also available in the public area of GISIS. Such as full name of the facility, UNLOCODE of the port it is linked, accurate location of the facility as latitude and longitude and security related information including contact points. IMO port facilities are created/updated/deleted by Member States via GISIS web interface. furthermore, IMO has an ongoing project and soon Member States will be able to carry out this operations remotely using web services.

IMO Port Facility Numbers Total number of registered Port Facilities in GISIS: 12,176 Operationally used in Long-range identification and tracking (LRIT) system The total number of the registered Port Facilities in GISIS is about 12.000. IMO Port Facility Numbers are also used in several systems. For instance, they are operationally used in Long-range identification and tracking (LRIT) system as a location reference.

IMO Port Facility Numbers Unique numbering for port facilities Created when a new port facility is defined in GISIS Sequential, starting with “UN/LOCODE”-0001 If I can sum up the main points of the IMO Port Facility Numbers: The aim of producing IMO port facility numbers is to provide unique numbering for individual port facilities They are created automatically when a new port facility is defined in GISIS The numbering is sequential, starting with 5 letter “UN/LOCODE” and an extension of 0001

IMO Port Facility Numbers Each port has it’s own sequence Does not reflect any grading or ordering through facilities Effected by the changes in UN/LOCODE Each port location has it’s own sequence. Numbering Does not reflect any grading or ordering among the facilities, a facility number ending with 0001 doesn’t mean that it is the biggest or the most important port facility of that port area. Since the numbering is based on the UN/LOCODE, the numbering system is heavily effected by the changes in UN/LOCODE. We have different scenarios for updating the IMO Port Facility numbers depending on the type of change occurred in the UNLOCODE list. In the case of change, as a principle, we try to preserve the extension part of the number and change only the part coming from the UNLOCODE of the port. If this is not possible we change the whole number of the port facility.
