Equitable Participation of Private Schools How many of you have no private schools located within your district boundaries? For TIIA – only private schools located within district boundaries Please select “No” in the drop down menu Massachusetts Department of Elementary and Secondary Education

Equitable Participation of Private Schools Consult with private schools located within district: Based on total student enrollment (not just students from the district) Contact all private schools to determine which schools will be participating prior to submitting the application. In consultation with the private schools, determine their professional development needs. Complete the private school tab by completing all the yellow sections. No funds go to the private school District pays consultants/registrations directly Under ESSA, regulations for private schools remain for PD only No supplies/materials – belong to district Need to know the topic of the PD for all privates, even though you might not know specific vendors Massachusetts Department of Elementary and Secondary Education

Be sure the amount you claim for program administration is the same on the budget page: District Mentor coordinator can be administrative. #4. This is for TOTAL student population, not just the students attending the private school that live in the district. #7. Be sure your calculations are correct. This needs to be completed once for all titles Green Box: Be sure the amount here is reflected in the budget Yellow boxes: Please indicate the PD services that will be provided: subject specific, teaching strategies, etc. Don’t have to know the specific vendor. Consolidated Plan Overlay (CPO) Select stakeholders that were consulted for the district improvement plan for ALL grants TIIA Requires: Teachers, Principals, Other School Leaders, Paraprofessionals, SISPs, Parents, Community Partners, Other Relevant Community Agencies This is to be submitted with your Title I grant As many of you know, if the required TIIA stakeholders are not checked off, you will receive an email from us asking you when the missing stakeholders will be consulted Massachusetts Department of Elementary and Secondary Education

Narrative Be sure to “Select One” and also select at least one Data Source. Both the Induction/Mentoring Reports and Educator Evaluation data are reported annually, so please complete this section accordingly. Commonwealth Charters are exempt from both of these On the Narrative page, there are also sections for Closing the Achievement Gap, Class Size Reduction Rationale, Prioritized Funding Assurance, and Flexing Funds. Budget (Excel) The excel budget page is optional If you do complete it, make sure it matches what is submitted on the EdGrants budget page. If you complete the Excel budget, make sure it matches the EdGrants budget page “Comments” need to be thorough: we are accountable to the feds FTE: give examples of 1 or less Massachusetts Department of Elementary and Secondary Education

Budget (EdGrants) Complete all sections Drop Down – select one Comments: Be thorough enough we know what TIIA funds will be purchasing. We’re accountable to the Feds, so we need to know enough to justify to them in the event we get asked. FTE: Full Time Equivalent is the percent of the salary that is being paid. Only used for Line items 1 Administrative Salaries, 2. Instructional/Professional Salaries, and 3. Support Staff Salaries. Example: $4,000 is NOT 1 FTE – it would more like .2 Massachusetts Department of Elementary and Secondary Education

Submitting TIIA Grant in EdGrants Everything must be completed or you will not be able to submit your grant. Attachment List (EdGrants) Make sure you upload: Signed cover sheet as a PDF in the appropriate line EXCEL workbook Schedule A if applicable: only districts pooling their allocations with other districts need to submit this. Most do not Massachusetts Department of Elementary and Secondary Education

Submissions Summary (EdGrants) If the bottom gray button (SUBMIT) is grayed out like this one, you are missing something somewhere. Make sure you have uploaded everything you are required to and that all sections on the other pages are completed. Make sure you wait until that circle quits spinning because your application will not be submitted otherwise Massachusetts Department of Elementary and Secondary Education

Amendments An amendment is needed when a line item in the budget (Administrator Salaries, Instructional Professional Staff, etc.) changes by more than 10% Submission Deadlines: 30 days prior to the proposed change 30 days before the project end date Please email TitleIIAGrants@doe.mass.edu that you have submitted an amendment. For FY16: Should be very few of tho FY17 & FY18: Not while drawdown window open Be ready to make amendment when asked to issue one. All will be deleted when window opens Be sure to include explanation in box on budget page – be specific Dates: 30 days Massachusetts Department of Elementary and Secondary Education

Amendments (EdGrants) Email TitleIIAGrants@doe.mass.edu that you need to submit an amendment TIIA will “issue” you an amendment and notify you that it is ready in EdGrants for you to make changes Be ready to submit the amendment within a couple days of the request Amendments cannot be issued each month when the draw down window is open (appx. the 20th to end of each month) For FY 17, upload the amended EXCEL version of the workbook For increase amendments, a revised signed PDF cover sheet needs to be uploaded Notify the TIIA mailbox that you have submitted the amendment. Title IIA Monitoring Why does ESE Monitor? Purpose of Monitoring Share best practices Technical Assistance Districts can showcase exceptional work Compliance (US Department of Education requires states that accept Title IIA funds to monitor their districts) Document, Document, Document This year, we will monitor a few FY17 districts, but will concentrate on FY18 because of ESSA implementation. Districts being monitored will be notified in November Selection process: PQA: Look at workbook - concerns or best practices Best Practices: private school consultation; induction/mentoring, needs assessment Asked to present Massachusetts Department of Elementary and Secondary Education
