DCSD Demographics An English Learner (EL) is a student whose primary home language is other than English who receives ESOL services. Total EL Students in DCSD- 11,110 Primary Home Language Other Than English (PHOLTE) is a student whose primary home language is other than English. Total PHLOTE Students in DCSD- 24,240 11% of DCSD PG “DCSD Demographics” DCSD serves nearly 101,00 students. 24% of our students have a primary home language other than English and 11% receive ESOL services. 24% of DCSD

Our district has the largest Refugee population in the South Eastern part of the US due to having 5 resettlement agencies in our district.
