Tobacco THE FEDERAL LAW From 23.02.2013 N 15-FZ "ABOUT PROTECTING HEALTH OF CITIZENS FROM EFFECTS OF ENVIRONMENTAL TOBACCO SMOKE AND CONSEQUENCES OF TOBACCO CONSUMPTION"

Restrictions on trade in tobacco products Not allowed to retail cigarettes contained in an amount of less than or more than twenty pieces per unit of consumer packaging (bundle)

DRUGS Federal Law of 08.01.1998 N 3-FZ (as amended on 03/07/2016) "On narcotic drugs and psychotropic substances« (With amendments and additions, effective from 01/01/2017)

Changes from March 30, 2016 The restrictions on the use of narcotic drugs and psychotropic substances in veterinary medicine have been eliminated. The Federal Law establishes requirements for the packaging and labeling of narcotic drugs and psychotropic substances used in veterinary medicine

Decree of the President of the Russian Federation from April 5, 2016 No. 156 "On the improvement of the State administration in the sphere of control over the circulation of narcotic drugs, psychotropic substances and their precursors…" Abolished the Federal Service for Drug Control of the Russian Federation. The functions and powers of the abolished Federal Service for Drug Control of the RF transfered to the Ministry of Internal Affairs of the RF

ALCOHOL the Federal Law From 22.11.1995 N 171-FZ (As amended on 03/07/2016) «On the state regulation of production and turnover of ethyl alcohol, alcohol and alcohol-containing products and on the limiting consumption (drinking) of alcohol products» (With amendments and additions, effective from 01/01/2017)

Some terms are specified: «Alcohol-containing products» «Production of ethyl alcohol, alcohol and alcohol-containing products» Amendments have been made to the system of accounting, control and issuance of federal special (excise) stamps for alcohol products carried out by the tax authorities.

Changes related to process equipment The main technological equipment for the production of ethyl alcohol, alcohol and alcohol-containing products should be equipped technical means of fixing and transmitting information on the volume of production and turnover of ethyl alcohol, alcohol and alcohol-containing products in a single state automated information system This applies to: pharmaceutical companies engaged in the production of alcohol-containing medicines and alcohol-containing medical products, Organizations producing beer and beer products. This equipment must be registered and sealed.

Special requirements for the production and turnover of alcoholic and alcohol-containing products Since 1 January 2017 not allowed production, trafficking, and from 1 July 2017 retail of the alcohol products in a polymeric consumer container with a volume of more than 1500 milliliters.

As from 01/01/2017, retail sales of the ethyl alcohol is completely prohibited, including the pharmacy network. It is forbidden to sell alcohol products without special license in the catering network.
