Regulatory Guide 1.21 – Reporting of LLW shipped Steve Garry, CHP Sr. Health Physicist, Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Fall 2017 LLW Forum Meeting October 17, 2017 Alexandria, VA

LLW Storage NRC inspects LLW storage at nuclear power plants Verify containers are safely stored Verify containers are labeled Verify containers are being inventoried and inspected Verify containers are controlled and posted Verify containers are secured against unauthorized removal

Regulatory Requirements 10 CFR 50.36a Requires reporting of “the quantity of each of the principal radionuclides released to unrestricted areas in liquid and in gaseous effluents…” Do not require reporting of solid radwaste

Technical Specifications A nuclear plant license includes Technical Specifications (Tech Specs) Tech Specs require an Annual Radioactive Effluent Release Report (10 CFR 50.36a) The report must specify “a summary of the quantity of radioactive liquid and gaseous effluents and solid waste released from the unit.”

LLW Shipments LLW is either: shipped to waste processors for volume reduction; or shipped for direct disposal (without processing for volume reduction)

RG 1.21 Revision 1 (1974) Revision 2 (2009) The total curie quantity and radionuclide composition of the solid waste shipped offsite should be determined Revision 2 (2009) Report the LLW volumes shipped from a plant site for waste processing or disposal (not the radioactive waste volumes that are ultimately buried). Note: Data on LLW disposed is available from the DOE MIMS based on data collected from the disposal sites.
