GEO Strategic Plan 2016 – 2025: Implementing GEOSS core function: Cultivating awareness, building capacity and promoting innovation Building capacity, as well as sustaining and enhancing existing capacity, is essential for developing competencies in the effective use of Earth observations for responding to societal challenges and addressing sustainable development issues. promote the engagement of institutional users worldwide; assist countries to acquire, share, store, maintain, and utilize; engage with the international development and donor organizations; work with the appropriate national entities to develop activities; and promote cooperation through national and regional GEO mechanisms. Ministers will reconvene in 2019 to review and reaffirm GEOs progress

Capacity Building Coordination FT The nature of the task implies the execution of “recurring activities” that can be summarized as follows: Undertake baseline assessment of capacity building in GEO and undertake annual review of activities; Develop and maintain a database with resource providers, ongoing programmes and activities Periodic review and update of the resource facility - the GEOCAB Portal (relevance, maintenance and marketing) Periodic review of capacity building needs Develop and maintain calendar of capacity building events Undertake brokering activities – match needs with capabilities Collate and promote best practices Develop impact assessment – M&E – guidelines India; Sat-Drone, Chile

Recommendations The CBC-TT: continue to work with the GEO Secretariat M&E Officer to define the data fields and tools required to support more informative reporting on capacity building activities and resources. engage with individual activities in the WP to obtain the required data and to use this data to support coordination of capacity building activities and in publicizing capacity building events and resources. seek to develop, over time, more automated methods of obtaining the required data and thereby minimize manual reporting requirements on providers.
