Safety Culture on the Belarusian NPP Policy level commitment (I) General quality assurance program for the nuclear power plant. Regulates and coordinates organizational technical quality assurance activities carried out by the Republican unitary enterprise Belarusian Nuclear Power Plant and organizations involved in the life cycle activities of the Belarusian NPP, aimed at quality assurance during the construction of the Belarusian NPP and covering all stages of the life cycle of the Belarusian NPP. Safety Culture on the Belarusian NPP Policy level commitment (II) On a post of chiefs invite experts from operating nuclear power plants of Russia, Ukraine, Armenia. The State Program "Education and Youth Policy" for 2016-2020 introduced in 2016, by the decision of the Council of Ministers of the Republic of Belarus. This Program determine the current status and forecast of the development of the personnel training system for nuclear power. There are two departments of the Belarusian NPP organizational structure that carry out internal control over the work of station staff: Department of Technical Inspection, which monitors the proper implementation of the law on the use of atomic energy, the law on radiation safety of the population and other laws of the Republic of Belarus. Safety Culture on the Belarusian NPP Managers commitment (I) Responsibility and authority of each employee are defined by official and working instructions. The official duties of each employee of the Belarusian Nuclear Power Plant are defined in the "Unified Qualification Reference Book for Posts Engaged in Nuclear Power Engineering". All types of work at the Belarusian NPP are carried out in accordance with the laws in force in Belarus (the Law on the Use of Atomic Energy, the Law on Radiation Safety of the Population, etc.) and the Project Documentation (Draft Belarusian NPP, Drawings of Systems and Devices, Operating Manuals, Operating Instructions , Regulations, etc.) Safety Culture on the Belarusian NPP, Vienna, Austria, 23-25 October, 2017 6/11

Safety Culture on the Belarusian NPP Managers commitment (II) In accordance with the documentation approved at the Belarusian NPP, all employees must be trained by the course "Fundamentals of Nuclear Safety" prior to the initial testing of knowledge on labor protection. Safety Culture on the Belarusian NPP Managers commitment (III) In order to encourage a significant personal contribution to the development and implementation of the project for the construction of the first nuclear power plant in the Republic of Belarus, the achievement of high production results in the work, the conscientious and high-quality execution of their duties, active participation in the public life of the enterprise, cultural and sports events are awarded the staff with the Certificate of Honor and Gratitude of the Republican Unitary Enterprise "Belarusian Nuclear Power Plant". The management of the Belarusian NPP can reduce (deprive) all premiums for: absence in the workplace without good reason; untimely performance or non-fulfillment of labor duties without a justifiable reason; use of state property for non-official purposes. Safety Culture on the Belarusian NPP Managers commitment (IV) Conducting internal and external audits to meet the requirements of Quality Assurance Programs for the nuclear power plant, STB ISO 9001-2015 and documents of the quality management system. The shop owner of the premises under construction is constantly supervising with the writing of the accounting documentation. Heads of departments should prepare a work plan for their staff for a month, and by the end of the month a report should be issued. Safety Culture on the Belarusian NPP Individuals commitment (I) The safety of nuclear power plants directly depends on the behavior and decisions of operational personnel, so at the stage of hiring everyone is tested in the State Security Committee. Also, operational personnel undergo specialized psycho-physiological computer testing that reflects the reaction and behavior of people when performing monotonous work. At the enterprise the organizational-administrative policy according to which departments heads provide performance of tasks in view and personnel management taking into account their individual qualities, qualification, quality of preparation and a level of knowledge is accepted.
