FA Charter Standard Clubs Criteria changes Presented by Simon Wears

The Criteria was changed in 2015/16 to reflect the introduction of the Youth Modules. Now these Youth Modules have been integrated in the blocks of Level 2 and the new locally offered B Licence the criteria has been changed to reflect this. 92% of CFA officers said the criteria for being FA CS is relevant to clubs Question: Q50. The % of respondents who think the criteria for being FA Charter Standard is relevant to their club. Base: CS adult clubs (333), CS youth clubs (470), CS development clubs (121), CS community clubs (194), CFA officers (52) 5

Process for Agreeing New Criteria FA Charter Standard Insight; 1,756 respondents County FA feedback, ongoing FA Charter Standard Criteria Review Group; 4th March 2015 National Game Senior Management Team Football Development Committee National Game Board

Youth Club Criteria FA Level 1 coach with every team This individual must have a valid DBS, EA , SC plus be a member of the FA Licenced coaches club. 90% of youth teams must have access to an FA Licenced coach. The youth module criteria has been removed. For the annual Health check, Non compliant coaches must be booked on courses with booking references submitted at comment section on WGS. Discipline records are reviewed for each club renewing AHC

Development Club Criteria Criteria is the same as Youth Clubs plus. Development Clubs require a minimum of 5 teams run over 4 age groups. Development Clubs require a Football Development plan of a minimum of 3 years (templates available) 1 x FA Level 2 Coach Community Club Criteria Criteria is the same as Youth & Development Clubs plus. A minimum of ten teams covering mini-soccer, youth, female and adult football – these should be playing in affiliated leagues. Two FA Level 2 coaches. One person who has attended The FA Mentoring Adults course

New Applications. New Club Applications or those renewing after losing Charter Status. Must complete a full application form, submit all the evidence (AGM & Committee meeting minutes, accounts etc). Coaches must have completed their qualifications (ie cant just be booked on a course)

FA Charter Standard League Criteria changes

Charter Standard Leagues Criteria Changes League Referee Officers League Referee Officer mandatory At a basic level this role will mean appointing to league games (where this is already undertaken by the CFA centrally or a joint pool this wouldn’t be a required duty) Additional responsibilities may include organizing league sponsored basic courses with the CFA, delivering a league mentoring programme, arranging Referee/Coach events etc. This criteria has been shaped to support CFAs to deliver on their game coverage targets for 2015-19

Charter Standard Leagues Criteria Changes 85% CS Target At CSL renewal stage (3 years) League must have 85% of their teams playing in a Charter Standard Club This takes into account the churn of teams in and out of the league making 100% unattainable for some Leagues should aspire to achieve 100%

Charter Standard Leagues Criteria Changes League Link The applicant league must have a genuine partnership link with another sanctioned league Primarily the purpose of this criteria is to ensure that leagues create sustainable links to improve transition of youth players in to the adult game. An applicant youth league must therefore have an agreed link to an adult league and visa versa. Other links could be adult or youth leagues with disability leagues or mini soccer leagues with youth leagues.
