ASSESSMENT AND REPORTING ARRANGEMENTS ARA explains the statutory requirements and provides information and guidance on KS1 National Curriculum assessment and reporting arrangements in 2017 All those responsible for assessment and reporting in KS1 need to refer to ARA For advice about a specific pupil’s needs, contact STA using ‘Message us’ in the ‘Access arrangements’ section of NCA tools For guidance about modified tests, contact the Modified Test Agency on 0300 303 3019 For general enquiries about national curriculum tests including test administration, access arrangements or using NCA tools National curriculum assessments helpline: 0300 303 3013 Email: assessments@education.gov.uk

What’s changing? 2016 2017 2-3 Progress Check EY Age 5 / F2 2-3 Progress Check [EYFS Profile non- statutory] New early baseline (statutory) Early Years Profile is statutory KS1 Age 7 / Y2 Phonics Screening Check (Y1/2) Tests GPAS,Rdg x2 & Ma x2 WtgTA (TA informed by tests and externally moderated) S&L and Sc No Tasks Key stage 1 English grammar, punctuation and spelling test is optional. Schools may choose to administer the test to inform TA but there is no requirement to do so see Section 1 of TAG (Page 4) KS2 Age 11 / Y6 Y3 Phonics Screening Check? Consultation on primary assessment Will cover the key issues, including: The best starting point from which to measure the progress that children make in primary school The role and operation of teacher assessment Rochford review recommendations considered in a parallel consultation This will consider how pupils working below the standard of the national curriculum assessments can demonstrate attainment and progress The recommendations included the removal of P scales and the extension of the interim pre-key stage standards to include all pupils engaged in subject-specific learning STA wants to hear from teachers and everyone with an interest in education. Please make your voice heard

Scaled scores Derived from pupils’ raw scores Scaled score of 100 represents the ‘expected standard’ What 100 represents will stay the same each year Number of marks required for a scale score of 100 may change In this case, 100 isn’t an average

Test administration guidance (TAG) Important information for headteachers and test administrators about what to do before, during and after the tests. KS1 guidance published at https://www.gov.uk/government/publications/key-stage-1-tests-test-administration-guidance-tag including: 2017 test administration guidance 2017 modified test administration guidance 2017 assessment and reporting arrangements (ARA) Test administration instructions provided with test materials Failure to administer tests according to the guidance could lead to a maladministration investigation

Insufficient test materials Deliveries of test materials KS1: during w/c 27 March Headteachers are responsible for keeping test materials secure KS1: until the end of May Test administration guidance includes advice on www.gov.uk/government/publications/key-stage-2-tests-and-phonics-screening-check-keep-materials-secure If you suspect a breach of security you must report the incident immediately to the national curriculum assessments helpline Insufficient test materials Additional KS1 test materials can be downloaded from NCA tools from Tuesday 2 May

Contact STA if: A delivery does not contain the materials shown on the delivery note Anyone suspects that there might have been a breach of security with the test material; or Any of the test packs are unsealed or damaged on arrival. (Might be asked to send a photo of damaged pack to STA) Helpline 0300 303 3013

Monitoring visits Local authorities will monitor a 10% sample of schools and academies Visits will take place before, during and after KS1 Phonic Screening Check week Monitoring visitors should observe the complete KS1 Phonic Screening Check administration process: storing the test packs securely opening the test packs (if appropriate) administering the screening check storing the Phonic Screening check papers securely Full guidance about monitoring visits will be available. www.gov.uk/guidance/key-stage-2-tests-and-phonics- screening-check-monitoring-visits

Important KS1 dates Activity Deadline Administration of KS1 tests Throughout May Raw score to scaled score conversion tables for KS1 tests and test materials available on GOV.UK Monday 5 June KS1 Headteacher’s declaration form (HDF) available to schools on NCA tools Deadline for schools to submit the KS1 HDF on NCA tools Thursday 29 June KS1 submission to LA No Changes to be made to TA after these dates without LA permission. What are access arrangements? 2017 guidance available at www.gov.uk/sta Additional arrangements to enable pupils to take part in national curriculum tests They must never give an unfair advantage Arrangements based on normal classroom practice Evidence not required except for monitoring visits No KS1 notifications or permission required Failure to administer access arrangements appropriately could result in a maladministration investigation

Section 5. 2 of the ARA https://www. gov provides a summary of who access arrangements are for and how they can be used. Access arrangements might be used to support pupils: who have difficulty reading www.gov.uk/government/publications/notes-for-readers-in-the-english-grammar-punctuation-and-spelling-test-short-answer-questions who have difficulty writing with EAL Section 5.3 (page 18 ARA) with a hearing impairment with a visual impairment who use sign language who have difficulty concentrating who have processing difficulties Due to the diversity of pupils’ needs this list does not cover everything.

Special consideration for KS1 tests There is no special consideration for KS1 tests Section 12.3 TAG. If a pupil experiences extremely distressing circumstances at the school’s planned time for administration, consider postponing the test for that pupil until later in May. If a pupil’s test result does not reflect their actual attainment, this may be taken into account alongside other evidence from their classroom work to inform the teacher assessment judgement. Compensatory Marks Section 12.2 There is no need to apply for compensatory marks and the number of marks that should be awarded to these pupils will be available to schools from the national curriculum assessments helpline 0300 303 3013 at the beginning of June.

Headteacher responsibilities Consider taking steps to protect staff involved against allegations of maladministration www.gov.uk/government/publications/key-stage-1-and-2-maladministration-investigation-procedures www.gov.uk/guidance/key-stage-1-and-2-school-visits-following-an-allegation-of-maladministration Test papers and children’s completed scripts are securely stored - See Page 11 TAG www.gov.uk/government/publications/key-stage-2-tests-and-phonics-screening-check-keep-materials-secure All staff are aware of the test timetable and children have correct equipment - See Section 8 to 10 of TAG Sufficient resource available to administer the tests according to guidance in TAG Section 6.2 electronic copies of test material will be available from 2 May https://ncatools.education.gov.uk All test administrators well briefed - See Section 4.1 ARA All staff, children and parents understand how tests will be administered Consider inviting a governor or another trusted member of the school community who is not otherwise involved in administering the tests to observe. They must be familiar with the contents of the TAG and other guidance on administering the tests. Section 4

Preparing a Phonics Test Timetable Schools decide the start times of the tests but tests must be taken on the day they are timetabled Timetables should have been submitted to the LA no later than 5 May Monitoring visits by LA/STA Unannounced visits to at least 10% of schools before, during and after the test period LA representatives will monitor security arrangements and check that schools are administering the tests in accordance with published procedures STA will also make some monitoring visits to schools

Rochford Review https://www.gov.uk/government/publications/2017-pre-key-stage-1-pupils-working-below-the-test-standard https://www.gov.uk/government/publications/2017-pre-key-stage-2-pupils-working-below-the-test-standard The Rochford review of assessment arrangements for pupils working below the standard of national curriculum tests in KS1 and KS2 https://www.gov.uk/government/publications/rochford-review-final-report These included a set of ‘pre-key stage standards’ designed to be used for teacher assessment of children working above the level of the P scales but who have not completed the full programme of study by the end of Year 2 or Year 6 P Levels will continue to be used this year The Rochford Review published an interim statutory solution, in consultation with representative stakeholders, in December 2015. Schools will use this interim statutory solution in 2016 to assess pupils working below the standard of national curriculum tests and above the performance scales (P scales)

Reporting to parents section 9 ARA The report must cover the pupil’s: achievements general progress attendance record At KS1, it must also include: outcomes of statutory national curriculum TA in English reading, English writing, mathematics and science a statement that TA outcomes take into account the results of statutory national curriculum tests in English reading and mathematics where appropriate, a statement explaining why any national curriculum test has not been taken If a parent requests access to their child’s national curriculum test results, this must be made available to them.
