Transportation Impact Fee Study Update City Council Workshop February 14, 2017

Transportation Impact Fee – Presentation Outline Background & Purpose Study Objectives and Tasks Study Milestones Update on development of land use schedule Objectives for land use schedule Next Steps

Transportation Impact Fee Background City Council Priority City Code requires consideration to update at least once every six years City Impact Fee Ordinance adopted in 2004 and updated in 2011 (to consolidate land uses and adjust fees) Fees on new development for purpose of funding capacity improvements to accommodate impact of development

Transportation Impact Fee Study Background – Purpose Update becomes necessary due to changes in facility/roadway needs, land use characteristics, cost assumptions, and projected growth Update ensures that impact generating development pays appropriate share of capital transportation improvements

Transportation Impact Fee Study Background – Objectives and Tasks Study will update Fees using best available localized data (construction costs, trip generation of land use, identification of capacity projects) Create opportunities to promote City’s economic development (incentives for certain land uses?, - certain areas?)

Update of Land Use Schedule - Objectives Simplify Schedule Provide additional clarification for certain land uses Identify Opportunities to Coordinate Schedule with Standards in Land Development Code (to simplify implementation) Create opportunities to promote City’s economic development

Update of Land Use Schedule - Objectives Objectives for Update - Simplify Schedule Refine land use groups into similar categories using Institute of Traffic Engineer (ITE) Manual Combining of similar uses (e.g. restaurants, offices) Develop new land use category - Multi-Tenant Centers Category provides opportunity to capture multi-purpose trips Eliminates need to prematurely identify specific uses Eliminates need to reassess impact fees when there is change in use

Update of Land Use Schedule - Objectives Objective for Update - Additional clarification for certain land uses Definitions to be developed as part of implementing ordinance Clarify areas to be assessed as part of use (outdoor storage areas, outside seating) Convenience Stores with Fuel Pumps (to be assessed per sq. ft. of store plus per fueling position) Banks with drive thru lanes (to be assessed per sq. ft. plus per drive thru lane)

Update of Land Use Schedule - Objectives Objective for Update - Opportunity to Coordinate Schedule with Standards in Land Development Code (to simplify implementation) Coordinate impact fee with land development code requirements

Update of Land Use Schedule - Objectives Objective for Update - Create opportunities to promote City’s economic development Existing ITT platted lots as incentive target (incentivize certain land uses) Multi-Tenant category simplifies and eliminates uncertainty in impact fees (when there is change of use in a multi-tenant center, streamlines process for filling in of vacant space) Develop criteria for Multi-Tenant land use category (consistency in application)
