Interim Report to Hopewell Community May 10, 2011 OCDSB Centretown, Glebe and Old Ottawa South Working Committee on Accommodations Interim Report to Hopewell Community May 10, 2011

Background Several schools in area have population and/or program challenges (some detail following next slide) “Emergency” consultation in Fall/Winter led to move of JK for this Fall from First Ave. to Mutchmor This process is hoped to be instead of a formal “Accommodations Review Committee,” as that typically takes 2 years and has a lot of cumbersome provincial requirements Committee includes 2 reps from each school’s Council, plus 1 from each of 3 Community Associations Schools involved: Cambridge Street Public School          Glashan Public School Centennial Public School                         Hopewell Avenue Public School Elgin Street Public School                        Mutchmor Public School First Avenue Public School

Hopewell’s Issues Over-population Decline of English and MFI programs (Projected) 27% 23% 16% 12% 57% 65% Total: 890 (111% of Cap.) Total: 970 (121% of Cap.)

Other Factors Catchment areas for schools vary widely in sizes for different programs (see following slides)

English JK-6 Catchment Areas

EFI JK-6 Catchment Areas

English 7-8 Catchment Areas

EFI 7-8 Catchment Area

MFI 4-8 Catchment Areas

Issues Before the Working Group What is a “community school” or a “neighborhood school”? What makes programs stronger or weaker? Does larger numbers necessarily make for stronger programs? With most schools in the study area being older, less flexible structures, and the Board having no capital to spend on modernizing them, how do we match the structures and their capacities with the desires of the neighborhoods?

What the Hopewell Community thinks (from Survey, May, 2010)

What the Hopewell Community thinks (from Survey, May, 2010) “How do you feel about these options for reducing the student population?”

Board Staff Proposed Solutions Staff was asked to start the conversation with two theoretical proposals. Goals: Re-balance populations so that 2015 capacities in all schools are roughly 100% Address program weaknesses by consolidating smaller populations into bigger ones Result: Scenarios A and B (summary follows)

Scenario A Elgin Street JK-6 English program consolidated at Centennial Hopewell JK-6 English program consolidated at Mutchmor Portion of First Ave EFI program redirected to Hopewell Portion of Hopewell 7/8 EFI redirected to Glashan Hopewell 7/8 ENG/MFI/SE program relocated to Glashan Centennial/Hopewell 4-6 MFI consolidated at Elgin

Scenario A Hopewell Elgin Centennial First Ave Mutchmor Glashan EFI 4-6 MFI JK-6 Eng JK-6 Eng 7/8 EFI (FA & ELG) 7/8 ENG/MFI/SE 4-6 MFI First Ave Mutchmor Glashan EFI

Scenario A – After-Effect Hopewell Elgin Centennial JK-8 EFI JK-6 EFI JK-6 Eng SE First Ave Mutchmor Glashan JK-6 EFI JK-6 Eng 1-6 Gifted 7-8 Eng 7-8 MFI 7-8 EFI SE

Scenario B Elgin Street JK-6 English program consolidated at Centennial Hopewell JK-3 English program consolidated at Mutchmor Mutchmor 4-6 English program consolidated at Hopewell First Ave PS 4-6 EFI program relocated to Glashan Portion of Hopewell 7/8 EFI redirected to Glashan Glashan 7/8 ENG/SE program relocated to Hopewell Hopewell/Centennial 4-6 MFI program relocated to Mutchmor Hopewell 7/8 MFI program consolidated at Glashan

Scenario B Hopewell Elgin Centennial First Ave Mutchmor Glashan 4-6 MFI JK-3 Eng JK-6 Eng 7/8 EFI (FA & ELG) 7-8 MFI 4-6 MFI First Ave Mutchmor Glashan 4-6 Eng 7/8 ENG/SE 4-6 EFI

Scenario B – After-Effect Hopewell Elgin Centennial 4-8 Eng JK-8 EFI JK-6 EFI JK-6 Eng SE First Ave Mutchmor Glashan JK-3 EFI JK-3 Eng 4-6 MFI 1-6 Gifted 7-8 Eng/SE 7-8 MFI 4-8 EFI

Where Hopewell/OSCA Reps Stand Opposed to both Scenarios A and B Want to keep all 3 streams at Hopewell in some form, and have proposed a model that does that Lots of discussion and debate ahead; we will have another community meeting soon after next meeting, early in June We need your input on what trade-offs would be acceptable
