NEEDS FOR EDUCATION TRAINING IN VIETNAM ICT in DE & OL NEEDS FOR EDUCATION TRAINING IN VIETNAM DE in Vietnam is in need for 4 main reasons * Educating and Training the yearly increasing number of youth( 1-1,2 million secondary school leavers) Training human resources in new technology and practical skills for the economic development at present and in the future Retraining and Upgrading the working staff in all sectors of national economy Raising the cultural level for millions of peasants and labors in the country side and remote areas of the country Only DE&OL, the cheapest and most flexible form of education, is able to supplement the traditional forms in order to meet the present demand of E&T.

TARGET GROUPS for DE and OL ICT in DE & OL TARGET GROUPS for DE and OL Target Groups are different depending on characteristics of every country. In Vietnam, there are 4 distinct groups of people: Young from primary and secondary school level Adult secondary learners In-service people Mature population in the countryside and remote areas

ICT in DE & OL Effect of DE in different education sectors DE aids traditional education in remote region DE for In-service training and part time degree training DE for non degree skill training and knowledge dissemination DE is an efficient tool for the realization of a lifelong study society

DIRECTIVES AND NATIONAL POLICIES ICT in DE & OL DIRECTIVES AND NATIONAL POLICIES A National project on DE & OL development in the period of 1996-2000 consists of four principal directives Radio-TV contributing to the development of DE Creating of institutions in charge of DE Socialization of education and training Developing international relation and co-operation

DEVELOPMENT OF ICT AND ONLINE TEACHING LEARNING IN DE & OL ICT in DE & OL DEVELOPMENT OF ICT AND ONLINE TEACHING LEARNING IN DE & OL Present of DE & OL and the role of ICT The directives mentioned previously has brought important results in the development of DE & OL. However, a big disadvantage of self teaching and learning using old technology is the lack of direct two-way communication among students and between student and teacher * Development of ICT New achievements of ICT has been in use in many sectors of national economy as well as in education and training. Advantages of ICT support in DE : + multimedia communication +Feed-back realization +Synchronic and asynchronic interaction +Low cost

SOLUTION IN APPLICATION ICT IN DE & OL Designing and reproducing software for computer based learning * Creating Web Site (VIRTUAL SCHOOLS & CLASSES ) supervising distance education programs for online learning: HTML, Java, ASP … * Application of new achievement in DE& OL management: WebCT, Blackboard … * Improving Local network to reduce cost of Internet access: Intranet based learning ICT is important and effective supplement but not replacement for traditional E & T.

ICT in DE & OL Conclusion : *In the context of developping countries only DE and OL can complete traditional education to cope with the fast growing demand of the society. * DE and OL are the only solution for the realization of a lifelong study society. * DE and OL should be re-structured right now based on the expansion of ICT application and E- Learning.
