CONTINUITY OF OPERATIONS PLAN Operation Snowstorm a.k.a. what to do when everyone has flown the COOP!
COOP Objectives Ensuring the continuous performance of an agency’s essential functions during an emergency, Protecting essential facilities, equipment, records and other assets, Reducing or mitigating disruptions to operations, Reducing loss of life, minimizing damage and losses, and Achieving a timely and orderly recovery from an emergency and resumption of full services.
Agency Director Identify essential functions; Identify the programs and administrative authorities needed for effective operations. Specify responsibilities and authorized agency representatives designated to participate as members of interagency emergency response teams, or delegates to the EOC. Establish orders of succession and expectations.
Fiscal Essential Duties: Payroll would be done asap, but could result in late paychecks. Representative Payee services would not be available. There is no way to process remotely. With advance notice would send checks early or have clients pick up. Could make the Wal-Mart Card available for emergency purchases, i.e. supplies for LH or intake.
Maintenance Essential Duties: Ensure that back up generator systems are on-line and performing as designed. Add portable generator to Lueder Haus furnace. Have a back up plan to relocate Lueder Haus clients to main building. Keep all doors to the building open and accessible.
Support Staff Essential Duties: Notify TV & radio that the department is closed. Notify employees not to come in. Cancel all appointments. Call pharmacy to see if they are open if people need meds. Involve on-call staff to assist, if available.
ADRC, Nutrition & Transportation Essential Duties: ADRC operations can be done remotely. Staff each have laptops and can access email. ADRC voicemail can also be accessed from home. People would be encouraged to order extra home delivered meals in anticipation of the event. Info about sheltering in place would be given to them in advance so that they could prepare. Transportation would be suspended. Life sustaining treatment and transportation would be addressed on a case by case basis.
Adult Protective Services Essential Duties: APS phone messages would be changed to inform people to call 911 in an emergency. APS responsibilities would default to the person who is on-call, or police. Paperwork for Emergency Protective Placements would be available in intake, and APS staff or supervisor could be called for guidance in completing it. Significant issues of abuse or neglect would default to police.
Economic Support Essential Duties: Calls would be diverted to other county partners in the Southern Consortium Call Center. Emergency heating & shelter concerns: would provide intake with information about St. Vincent’s and Energy Services if people had a crisis that required a funding authorization.
Outpatient Clinic Essential Duties: Crisis intervention: EMH crisis response would divert to intake or local staff who could partner with law enforcement. Medications: Be proactive in ensuring that meds are ordered/delivered prior to emergency.
Juvenile Justice Essential Duties Crisis intervention: review crisis plans and make contact. Provide intake functions if able to come to work or partner with local law enforcement.
Intake Essential Duties Crisis intervention: Would ask staff to volunteer to stay throughout the duration of weather emergency to help where needed.
CHIPS Essential Duties Crisis Intervention: Offer to help coordinate coverage. Contact Lueder Haus, Sheriff’s Dept, hospital ER’s
CSP Essential Duties: Crisis intervention: Either Marj or EMH would be available to take calls. Ensure that CSP consumers can “shelter in place,” meaning that they have meds, food and money to get them through at least three days. Instruct them on what to do if the heat goes out. Workers would be asked to deliver needed supplies within specific geographies close to home.
EMH & CCS Essential Duties: Crisis Intervention: Art could possibly be brought in by the police so that he is physically present if needed. Art & Kelly’s phones would be charged and available if phone lines were down. Brian would be asked to check with consumers prior to snow event to make sure they had meds, food, etc. All staff would be told to charge their work phones so that they could be reached.
Lueder Haus Essential Duties: Remain open 365 days a year, on a 24/7 basis. Consider who to call to come in and authorize OT. Discuss generator to maintain heat with Maintenance. Already have a back-up generator for lights, have flashlights and candles. Have a good amount of supplies to “weather the storm”
Birth to 3 Essential Duties: None during emergency – have a exceptions to operations under program guidelines.
Children’s Waivers/Wrap Around Essential Duties: Ensure that consumers know we are closed. Ensure that TV, radio. Cable and webpage are provided closing information.
