What is an IPV? Impact Protect Vehicles (IPVs) are used to close traffic lanes to allow road works. These vehicles provide an early warning to approaching drivers that a lane is closed using a large illuminated arrow system. They are fitted with an energy absorbing ‘crash cushion’ designed to reduce injuries to road users in the event that they collide with an IPV. Recent incident statistics Between 2013 and 2016 Colas alone has sustained 8 serious collisions involving IPVs being struck by road user vehicles. In a 5 year period to 2012, on Highways England’s Strategic Road Network (SRN) alone, 149 collisions were recorded. In these collisions IPV drivers are commonly injured The autonomous IPV (A-IPV) is designed to reduce exposure to injury for IPV drivers by enabling them to operate the vehicle remotely/autonomously Having been on site 20mins after the Ctatteick incident … im sure you’ve all seent he footga eby now I ve seen at first hand the devastation caused to everyone. In that incident early on the morning of 11th Jan, clear visibility.. 30 seconds whereby you see the wagons headlights and by default he can see the IPV. No attempt to move until last second .. Pulse of light?

Hierarchy of risk control Our Project Objective: Eliminate injuries sustained in collisions with Impact protection vehicles Eliminate Substitute Engineering Control Administrative Control So what shall we do… Grand Prix driver HANS system is PPE so last resort RAMS only cover our Ops and not wayward drivers who may / may not see IPV We can put the Crash Cushion on the back and red lights as extra stimulus but still needs the driver to be aware of surroundings and our driver at risks Cant really substitute an IPV with anything else. Remove the driver..! If we can eliminate the driver we have eliminated the risk to him PPE

How does it work Incorporating a “Leader-Follower” system unused in the transport industry before now, the A-IPV is designed to mimic the actions of the designated leading vehicle driving in front of it. The driverless vehicle has the ability to brake, accelerate and change course in a way that exactly matches the “Leader” vehicle, driven by a Traffic Management operative. In order to make this work, the A-IPV utilises military-grade technology (previously only used in the US armed forces) including six state-of-the-art cameras, high-precision GPS and optical lane tracking. This innovative design removes the risk of road workers being injured by a member of the public crashing into the A-IPV, in effect making it a driverless mobile crash barrier protecting employees from harm. When will the A-IPV be in use in the UK? Colas, in partnership with United States companies Royal Trucks and Microsystems, launched the Autonomous Impact Protection Vehicle (A- IPV) live in Colorado, USA on Friday 18 August, after successful trials took place in the UK on Wednesday 2 August    We are working to bring the technology to the marketplace as soon as possible. Trials are in progress in the US and UK. Full -scale vehicle trials off network completed in the UK between Dec 2016 and Feb 2017.    Industry demonstration events are being planned from now through to March 2018 to allow stakeholders including Highways England, DfT, Service Providers etc. to see the technology and identify risks & opportunities prior to live on road trials from April 2018

Is it legal to use an A-IPV in the UK and what next? “Real-world testing of automated technologies is possible in the UK today, providing a test driver is present and takes responsibility for the safe operation of the vehicle; and that the vehicle can be used compatibly with road traffic law.“ GB Department for Transport (2015) The dialog is starting to spread among State DOT organizations as well as Federal Highways and the discussion is revolving around “now that the AIPV exists, is it unethical to have humans behind the wheel of the AIPV?”. 

Any questions? Period from now through to end of March 2018 is designed to complete actions including ( but not restricted to) capture any technology ‘fine tuning’, develop a full set of RAMS agreement in vehicle insurance position / quotes/ T&C’s legislation that may require changes
