Background - I Previously RAN1 raised the following question regarding SS block selection, “Is the UE required to select the PRACH resources based on the SS block received with the highest SS block RSRP?” [1] The selection of the best SS block during Msg1 transmission allows gNB to find the set of appropriate directions to transmit CSI-RS for the UE. Suitable SS block selection allows UE to reduce RACH latency and maintain MPE regulations It is advantageous for the UE to select a suitable SS block during RACH resource selection Network can benefit if it obtains SS block index information, e.g., strongest SS block index, during RACH procedure Network can use this information to find the set of appropriate directions for CRS It allows multi-beam downlink control for Msg2 in CFRA and Msg4 in CBRA Provides robustness 1. Proposal During contention based random access procedure, network can configure UE to report SS block index, e.g., strongest SS block index, through Msg3 During contention free random access procedure, network can configure UE to report multiple SS block indices through Msg1 e.g. network can assign multiple RACH transmission times and RACH preambles to the UE. UE can convey one SS block index by selecting a RACH transmission time and another SS block index implicitly by selecting a RACH preamble
