Why Responsible Research & Innovation? Introduction: Why Responsible Research & Innovation?
Society is facing many challenges today… Health, demographic change, and wellbeing Food, agriculture and forestry, and water Secure, clean and efficient energy Smart, green and integrated transport ...like those identified by the European Commission Climate action, environment, and resources Europe in a changing world: inclusive, innovative and reflective societies Secure societies: freedom and security of Europe and its citizens RRI tackles these challenges by aligning values, needs and expectations of all actors involved in Research and Innovation
Within the R&I system there have been examples of controversies and failures in fulfilling societal expectations: GMOs fracking food safety affordable medication among others... … in part because not all key actors were engaged: POLICY MAKERS RESEARCH COMMUNITY CIVIL SOCIETY ORGANISATIONS EDUCATION COMMUNITY BUSINESS & INDUSTRY
And there is also a large consensus that changes are needed throughout the R&I system Certain key issues (or policy agendas) need to be taken into account: ETHICS Research integrity and ethical acceptability of the R&I outcomes GENDER EQUALITY Human resources, decision bodies and research dimension GOVERNANCE Structural change to include all these issues in the R&I system OPEN ACCESS To results from publicly funded research, privacy issues and even more: open science PUBLIC ENGAGEMENT Towards a more open and inclusive R&I SCIENCE EDUCATION Provide competences for the responsible citizens society needs
Therefore more complex and multifaceted societies demand more democracy in science and more science in democracy Ensure R&I addresses societal challenges Responsible Research & Innovation is a new governance and values framework to build a new path where these requests can blossom RRI Open R&I to all actors and at all levels Align R&I with societal values, needs and expectations
and considering specific key issues and process dimensions RRI is about: including all actors, and considering specific key issues and process dimensions Policy Makers Ethics Research Community Diverse and Inclusive Anticipative and Reflective Science Education Gender Equality Education Community Governance Civil Society Organisations Public Engagement Open Access Open and Transparent Responsive and Adaptive Business & Industry
These process dimensions mean Diversity and Inclusion New actors need to be involved and listened to in the early stages of R&I Diversity and Inclusion R&I should care about how its own dynamic will affect the future Anticipation and Reflection R&I should be open to society in a meaningful and honest way Openness and Transparency R&I needs values and processes to adapt to emerging knowledge and needs Responsiveness and Adaptive Change Diversity & Inclusion means early involvement of a wide range of actors and publics in R&I practice, deliberation, and decision-making to yield more useful and higher quality knowledge. This strengthens democracy and broadens sources of expertise, disciplines and perspectives. Anticipation & Reflection means to envision impacts and reflect on the underlying assumptions, values, and purposes to better understand how R&I shapes the future. This produces valuable insights and increases our capacity to act on what we know. Openness & Transparency means to communicate in a balanced, meaningful way methods, results, conclusions, and implications to enable public scrutiny and dialogue. This benefits the visibility and understanding of R&I. Responsiveness & Adaptive Change means to be able to modify modes of thought and behaviour, overarching organisational structures, in response to changing circumstances, knowledge, and perspectives. This aligns action with the needs expressed by stakeholders and publics.
To sum up RRI can empower science communities to bond with society in solving our world's challenges, providing: A whole new framework: new thinking, new principles, new processes A more society-centered Research and Innovation A wealth of funds through the EC’s R&I programmes (Horizon 2020…)
