Per Call Industry Forum Sponsors The American Public Communications Council (APCC) BellSouth Public Communications, Inc. Data Net Systems ETS Payphones, Inc. Public Communications a division of SBC Verizon Public Communications Qwest Public Access Solutions The Industry Forum is open to everyone involved in the administration of per call compensation. We welcome all of you today!

Evolution of the Per Call Industry Forum 1997: RBOC/GTE Payphone Coalition recognizes technical and administrative issues relative to per call compensation. Coalition recommends the formation of a “Cross Industry” Forum to focus on issues affecting the day to day operations of per call compensation. The Industry Players are: Inter-Exchange Companies (IXCs) Payphone Clearinghouses Payphone Service Providers (PSPs) Local Exchange Companies (LECs) Prepaid Card Vendors January, 1998: First National PCC Industry Forum is convened in Chicago Overall objective is to strengthen and facilitate per call compensation administration for the benefit of all industry players and their customers.

Evolution of the Per Call Industry Forum First PCC Forum - Dec ‘97: Attendees identify PCC issues requiring Industry resolution: 1. Establish Central Repository for LEC data on payphone lines 2. Establish Central Repository for PSP data on which PSPs are seeking compensation 3. Establish standard format for PSP invoices/submissions 4. Establish standard format for LEC information on active payphone lines in the LEC’ service area 5. Establish standardized format for payor reports 6. Establish guidelines for dispute resolution 7. Establish repository for information on compensation payors

Evolution of the Per Call Industry Forum Dec ‘97 Forum attendees prioritized issues and identified sub-teams to develop recommendations Attendees established twice a year meetings to report issue progress/resolution and identify and prioritize new industry issues. Team recommendations have resulted in the following revisions to PCC administration: Centralized ANI Data Base which acts as a repository for LEC data. (Items 1,2, and 7) Standard format for LEC information on active payphone lines in the LEC service area. (Item 4) Established standardized format for payor reports. (Item 5)

Evolution of the Per Call Industry Forum The May, 2001 PCC Industry Forum presented sub-team reports and recommendations for the following issues: Flex ANI Guidelines for Dispute Resolution Communication Plan to Disseminate Information to The Industry The Forum attendees agreed that, because most issues are resolved, the Forum should begin meeting annually

Evolution of the Per Call Industry Forum This is the Eighth PCC Industry Forum The purpose of this meeting is to identify the impacts of the First Switch Order on the payphone industry. We’ll hear from -- Carriers -- their expectations of their reseller customers Prepaid Card Industry -- processes for paying PCC Clearinghouses -- processes for delivering carrier payments to the industry And…we’ll discuss the first “first switch” payment of April, 2002

Per Call Industry Forum Ground Rules Encourage participation of all attendees and focus on just the administration of per call compensation. The Forum does not discuss: Regulatory issues Marketing issues Per call payments All attendees are encouraged to actively participate in discussions -- your input is important to the industry
