Initial Task Task: Purpose of the Chapter vis-à-vis the MNF SOPs: The Interagency Working Group (WG) was tasked to review Part C Chapter 7 entitled: Interagency Cooperation: Assisting State Government Civilian and Policing Capabilities Purpose of the Chapter vis-à-vis the MNF SOPs: To provide military forces an overview of the planning and execution considerations associated with Assisting State government civilian and policing capabilities that may be deployed to support an Affected State during a crisis response. Who we were: THA, CAN and US Military Officers (J3 and J9 Staffs) US and AUS Government personnel (OFDA and DFAT) Humanitarian Community Advisors (OCHA, CFE and ICRC/IFRC)

Broad Actions Completed Primary Actions performed: Comprehensive review of the Annex from the 2016 MNF SOP WG in Brisbane, Australia… line by line reassessment Updated erroneous Facts/Information i.e. multiagency to interagency and debated Terms and Issues i.e. what was meant by coordination mechanisms Reviewed and updated Case Study Discussed overall utility of Annex and its location in the SOPs Discussed future MNF SOP Workshops focus on extending the Annex to cover the full spectrum of operations -- Stability Operations  Secondary Actions performed: Reviewed and made change recommendations to the Humanitarian Assistance Disaster Relief Sections of the SOP: Volume 3, Part D, Chapter 1, Annex C… in particular Appendix 6, Tabs A through H

Refinement / Changes Made (Major Processes / Themes Revised) Re-focused Annex Caveats… Improved the Caveats to include: comments as to: (1) Annex does not cover the capabilities of, coordination with, or planning approaches of NGOs, IOs, UN agencies, civil society, and a range of non-governmental actors including media, private sector and private individuals. (2) Annex does not cover military-to-military coordination. Improved/Added additional Annex Assumptions… Added Assumption to reflect: In the event of a Failed or Failing State where government capacity is overwhelmed, the Assisting States may temporarily assume some functions of a sovereign state in order to enable humanitarian assistance and disaster response (for example, police and security functions). Updated Annex Resources List… Included/added (1) INFORM: Index for Risk Management. (2) INSARAG Guidelines; (3) Regional Consultative Group, Humanitarian Civil-Military Coordination in Emergencies: Towards a Predictable Model; and (4)Changi Regional HADR Coordination Centre (RHCC) SOPs

Refinement / Changes Made (Major Processes / Themes Revised) Reviewed and Re-focused Case Study… Discussed value and way forward of the current Case Studies. Decision taken to only have one Case Study -- Philippines (Haiyan/Yolanda) – used throughout but that key lessons from the Annex would be highlighted to reflect the issues of: Non- certified capabilities; Regional Coordination Mechanisms; AS Civil and Police Response; and the Roles of LNOs. Refined the Assisting State Civilian and Police Capabilities Section… Reviewed all sub-paragraphs, updated information and reduced bullet list to short sharp paragraphs on the capabilities of: (1) Specialist Consular Teams; (2) Urban Search and Rescue (USAR) Teams; (3) Emergency Medical Teams; (4) Policing Teams; and (5) Disaster Victim Identification (DVI) Teams. Improved the Regional Coordination Mechanism Section… Reviewed all sub-paragraphs, updated information and reduced bullet list on regional coordination mechanisms to include: (1) ASEAN AHA Centre JOCCA; (2) East Asia Summit (EAS); (3) South Asian Association for Regional Cooperation (SAARC); (4) Changi Regional HADR Coordination Centre (RHCC); and (5) France Australia New Zealand (FRANZ) arrangement.

Refinement / Changes Made (Major Processes / Themes Revised) Rewrote the Affected States Actions Section… Reviewed all sub-paragraphs, updated information and reduced bullet lists to short sharp paragraphs on the Affected states Actions throughout a crisis to include its responsibilities during Pre-deployment, Deployment, and Transition/Re-Deployment phases. Updated the Principles of Interagency Cooperation… Refined principles to make them more principle like in structure and agreed that the principles should be: (1) Strategic objective alignment; (2) Proactive engagement; (3) Promote common understanding; (4) Leverage organizational diversity; and (5) Ensure continuous improvement. Reworked the Military Planning Considerations: Working With Assisting State Agencies Section … Reviewed all sub-paragraphs, updated information and reduced bullet lists to short sharp paragraphs on the essential planning consideration wen a military officer is working with an Assisting State Agency of note: (1) Response Planning Considerations; (2) Authorities; and (3) Legal Planning Considerations

Major Issues / Recommended Future Actions No major Issues/Problems were encountered Future MNF SOP Workshops should focus on: Extending this Interagency Annex to cover the full spectrum of operations - most importantly Stability Operations The Entire SOP be reviewed for Structure and reformatted The Interagency Annex then be reviewed for proper location based on the new Structure or broken up into sections of the new Structure The Humanitarian Assistance Disaster Relief Sections of the SOP: Volume 3, Part D, Chapter 1, Annex C… in particular Appendix 6, Tabs A through H be reviewed and updated

Workgroup Closing Remarks Great Team Excellent IT support. Created a very useful product for future Staff Officers working in a Multinational HQ towards understanding how to best interoperate with their civilian and policing compadres during a humanitarian crisis response. The Canadian was the anchor of the team… especially in the final days of the WG.
