Teófilo Monteiro PAHO/WHO (CHA/ETRAS) Experiences with testing methods and harmonizing with national monitoring systems Peru - Study Teófilo Monteiro PAHO/WHO (CHA/ETRAS) 2016 Water and Health Conference

Objectives of the Study Present a draft monitoring framework/methodology for monitoring SDG indicators 6.2.1 and 6.3.1 Validate draft initial estimates for Peru of % of population SMS and treated wastewater compiled with published secondary data Identify major data gaps for continuous monitoring of SDG 6.2.1 and 6.3.1 Identify potential means for future monitoring and pilot testing.

Compararing MDG x SDG (SMS) National Draft Estimates (MDG vs. SDG) - Peru Disaggregated Urban/Rural Draft Estimates (MDGs vs. SDGs) - Peru Data Completeness Score: National = Level between 2 and 1 (assumptions affects 23% of population <25% of population but the margin is very little) Urban = Level 2 (assumptions affect <25% of urban population) Rural: Level 0 (assumptions affect >50% of rural population) SMS - safely managed sanitation

Appling the Framework with Available Secondary Data Urban and Rural Areas

CHALLENGES Financial resources Data for Monitoring Concerns have been raised about management of sanitation services (i.e onsite and offsite) not served by SSP, the feasibility of monitoring them and tracking progress. Currently large gaps in monitoring efforts and data related to treatment performance and treated wastewater quality, especially at the rural scale. Ensuring finance for data is still a challenge Data for Monitoring Financial provisioning will be an important issue with respect to SDG 6 implementation. Financial capacity of national statistics office and other government agencies will be tested to updated data for monitoring. Financial resources SSP : Sanitation Services Providers

OPPORTUNITIES National policies coincide with the sustainable development goals include access to water and management of safe-water and sanitation. Institutional will – for addressing data gaps and integrate new questions into the current data collection systems. Piloting some extra questions in the upcoming National Census, household survey and national economic activities survey may represent a good opportunity to improve monitoring of the indicators 6.2.1 and 6.3.1 over the SDGs period. The implementation of Rural sanitation survey will be an important issue to collect more information related to rural sanitation service.

CONCLUSIONS Several agencies and Ministries in charge or linked to sanitation and wastewater sector/data collection agreed on the logic and validity of the framework presented. Given that the data quality score (2 to 1) is low, it was agreed that there is the need to cover the data gaps, mainly related to rural onsite systems excreta management and in part to wastewater treatment plant effluent quality. Institutional will for implementing extra questions . WHO/PAHO may provide technical support. However, the execution of the pilot should remain in the responsibility of the national agencies/stakeholders.
