Disaster Response – A Collaboration

ICN Competencies Evaluates health needs and available resources in the area to meet basic needs of the population. Collaborates with the disaster response team to reduce hazards and risks in the disaster-affected area. Understands how to prioritize care and manage multiple situations. Participates in preventive strategies such as mass immunization activities. Collaborates with relief organizations to address basic needs of the community (e.g. shelter, food, water, health care).

ICN Competencies Provides community-based education regarding health implications of the disaster Adapts standards of nursing practice, as required, based on resources available and patient care needs. Creates a safe patient care environment. Implements principles of infection control to prevent the spread of disease. Provides care in a manner that reflects cultural, social, spiritual and diverse background of the individual.

Vision Minimum knowledge base, skills, and abilities regarding disaster response and public health emergency preparedness Respond directly or provide indirect support (e.g., shift coverage for those deploying or critical data collection) during a disaster event or public health emergency Promote preparedness amongst individuals in their care, families, and communities and within the organizations they represent and Demonstrate a commitment to professional preparedness by participating in disaster planning, drills, and exercises within and beyond their specialty environment.

Red Cross Disaster Response Disaster Cycle Services Service to Our Clients span the entire disaster cycle, are predictable and repeatable and are applied consistently across the country. The community knows what to expect from us. Services and programs should be designed based first on the needs and expectations of clients and community consistent with the mission, and then on those of key stakeholders. Be a facilitative leader across the disaster cycle: the Red Cross will align with government and work to enable the entire community to participate in all phases of the disaster cycle by shifting from being not only a provider of direct services but also a facilitative leader.

Services to Our Clients A single integrated approach to building personal and community resilience encompasses services delivered through a single comprehensive disaster management process (whole cycle) which integrates and unifies programs and activities across the entire enterprise. Our organization and culture continually innovate in response to client and constituent needs. The speed and accessibility of our services meets the urgent needs of our clients.

Volunteers and Employees Volunteers and Employees Design programs and work efforts around the features of a primarily volunteer workforce. Systems/processes need to be designed to include a mechanism that ensures the employee and volunteer executing them are appropriately trained, skilled and supported by the organization. Effective stewardship of time, talent and dollars.

Systems and Process One operating model (a collection of tools and processes) that scales from a single, local event to multiple very large disasters. Design a system that preserves and builds on existing local commitments, capabilities and relationships. Ensure effective and efficient decision making closest to the client. Need to be able to measure impact. Systems and technologies need to operate both during steady-state as well as major response periods. Leverage current technology for efficient service delivery

Disaster Health Services Role The Disaster Health Services program includes the following services: Physical health-related interventions to assist individuals to prepare for, respond to, and recover from all disaster events. Community public health related interventions to assist communities to prepare for, respond to, and recover from all disaster events. Staff Shelters

Disaster Health Services Role Address the unmet disaster-related health needs of impacted individuals, families, and communities. Provide interventions that focus on assessment, care, support, comfort, and education of individuals and communities experiencing disaster-related health needs. (Both is the Shelter and in the Community) Included in all services is the commitment to support individuals with disabilities and functional and access needs. Support Staff Wellness

Public Health Public Health Nurses play an integral role in disaster Disaster preparedness, response, and recovery is a critical component of public health nursing practice Public health nurses will always be needed who understand the population-based nature of a disaster response and possess the knowledge and skills to respond in a timely and appropriate manner to any type of disaster.
