Update on Using Your Outcome Data CoC Convening 12/2/2010 Barb Ritter

Convergence of Thought Our new governor has made outcomes and data-driven decision-making a high priority. HUD and other major funders are prioritizing outcomes in their funding decisions. CSIG issued guidelines for routine use of data in April 2010. The new ESG MOU requires communities to review and assess your progress.

Tools Are Available to Help! The Statewide HMIS offers a suite of outcome reports that provide a common analytic strategy to assess progress: At the Program or Project level. At the CoC Level. At the Regional Level. Statewide. The PIMIT Workgroup has designed a teaching PowerPoint with a Measurement Tool to help CoCs better measure progress on their 10 Year Plans to End Homelessness.

Tools are Available to Help The Training Group in collaboration with PIMIT designed a series of trainings that support the implementation of CQI (Continuous Quality Improvement) at both the agency level and the CoC level. CQI is a proven strategy. Agencies and communities implement CQI to improve the quality and efficiency of services. It’s “doable” and data-driven.

What’s Happening in CQI 8 Labs are currently in process to fine-tune this training. Introduction to CQI is being presented at the Regional Level beginning in November 2010. Detailed training is offered over the WEB for Lab Members and those who want a preview. CSIG Expectations for CoC Embed routine measurement of both “outputs” and “outcomes” in planning and evaluation activities. Routinely review performance on defined HMIS outcomes. Set measureable targets that reflect historical performance and industry standards. Adjust the targets based on: program type. client characteristics. Do Not Disadvantage the “Hardest to Serve.”

CSIG Guidelines Cont: ACT ON WHAT YOU LEARN!!!! Don’t forget to review basic measurement definitions and collection practices. Identify, document, and share successful practices / persistent problems / and opportunities to improve services. ACT ON WHAT YOU LEARN!!!!

Required Outcome Measures Reduce the length of shelter stays. Increase the number of persons discharged into stable housing. Reduce the number that return to shelter. Once housed, retain households in housing. Build self-sufficiency on those aspects of life that increase risk for homelessness including income and/or employment. Improve the coordination of care
