Problem: college tuition is increasing to fast and to far. tuition has increased 500% since 1986, outpacing inflation. Last year tuition increased 5.9%- private and 4.7% in public Tuition is getting out of hand- causing fear

Background/History 1869- 52,000 students enrolled at U.S colleges (9,300 obtained a Bachelor’s degree and 1 obtained a Ph.D.) 1947- 2.3 million attended college World War II- everyone should go to college and Federal government should help 1972- Congress (federal grants) Average tuition 1900’s: $150- $1000
