USAF Program Scope Mission Provide quality energetic components and technical support for egress, life-support, fire suppression, aerial refueling, data destruction, survival equipment, Cruise Missile and ICBM systems. Customers USAF, USN, USA, NASA 52 FMS Countries Major Elements (approx) 30 MDSs supported 7,000 USAF tail numbers 545,000 installs 2,400 distinct NSNs 85,000 / yr change-outs 150+ Annual PRs / MIPRs 8,200 Annual Requisitions Average Annual Funding $92M - $140M 3011 (BP35 Ammo) $42M - $58M 3020 (BP25 Missile) $2M - $5M 3020 (ICBM) $10M-$13M BP3400 (O&M) Sustaining Eng $3M - $6M DPEM $5M - $13M FMS $30M - $45M Contracting at Hill is now set-up with a Main Point of Contact (Buyer/CO) for each contractor, as we get new contractors we would set up a POC. I believe this is improving the Responsiveness of the Government team. The Gov’n team visited most of the contractors sites. I believe this may have been the first visit for PK to many of these sites. We will continue to build on this. Over the last few years my team has been combining packages, or years requirements do to the backlog. We have improved the obligation status for the program team, we still have work to do. Need continued feedback if the Contractors see issues. Discussions about sole source IDIQs

USAF Requirements Process Oct Nov Dec Jan Feb Mar Begin USAF requirements determination process Data scrubbed for accuracy Finalize USAF requirement computations LOA forwarded to FMS Customers FMS Requisition due with deadline of 1 Apr FMS Customers accepts LOA FMS Customers provide requirements to AFSAC AFSAC/AFLCMC establishes requisitions Apr May Jun Jul Aug Sep AFLCMC/EBHJ combines all requirements and begins procurement actions Purchase Requests (PRs) submitted to Contracting P&As returned from Indian Head CAD/PAD FMS Call Letter LOR submitted In the last presentation we discussed the impact of late proposals, late awards, life extensions, Impact to contractor - Less requirements, and Loss of CAD/PAD funding. We will discuss more – but this is still a major hurdle for CAD/PAD. Will discuss more but this issue has not necessarily improved. Still at one of the highest levels of Product Life Extensions. Funding documents forwarded to Indian Head for procurement action or manufacture Price & Availability (P&A) requests sent to Indian Head

CAD/PAD Issues Late contract award leads to Late CAD/PAD deliveries, which leads to Increased stock shortages, which increases need for Service life extensions What does it mean for the CAD/PAD user? Out of cycle maintenance Possible degraded system performance Possible aircraft groundings What does it mean to the contractor? Lost profit opportunity due to decreased out-year requirements
