1. Jobseekers who cannot immediately start searching for a job actively, for particular reasons (hindering factors) A diversified approach is used depending on whether a more intensive (e.g. low-skilled persons) or less intensive (e.g. high-skilled persons and particular medium-skilled persons) is required. Specific attention is paid to the unqualified inflow.[1] [1] This action does not aim at pupils from part-time secondary education and apprentices. In order to realize a comprehensive approach for this group, all actors work on the implementation of a system that must hold the guarantee of a full-time commitment and a better attunement of actions between the different actors on the basis of the concept note on Alternation between learning and work of the minister of Work and Education.
