General 3 service levels within VDAB: - First line: basic services - Second line: guidance of customers Third line: specialized service Division between services for jobseekers and employees Approach Methodologies and tools Al deze zaken worden later in de slides verder toegelicht.

General Employee Jobseeker 1st line: Basic services 2d line: Career guidance Pathway guidance 3d line: Specialized Specialized service service

1. General points of departure Objective of Flemish government: “more people at work”, through VDAB’s comprehensive approach Translated in policy priority for VDAB: “focus on work”: all actions primarily oriented towards work -> reflected in the service of VDAB for jobseekers Al deze zaken worden later in de slides verder toegelicht.

2. 1st line service for jobseekers Who? : All jobseekers, Obligatory for: jobseekers entitled to unemployment benefits What? Registration as a jobseeker After registration: job vacancies Certificates: e.g. proof of registration Providing information Referral to other services Al deze zaken worden later in de slides verder toegelicht.

2. 1e line service for jobseekers Focus on work: From registration as a jobseeker onwards: Immediate job vacancy match and weekly automatic matching Approach by the counsellor: orienting approach = orient customer towards work: Active offer of vacancies Realistic job goal (‘can’ instead of ‘want’) as a point of departure Al deze zaken worden later in de slides verder toegelicht.

3. 2d line service for jobseekers Who? Jobseekers who need guidance at their search for a job Obligatory for: jobseekers entitled to unemployment benefits What? Intake= screening and orientation + action plan to work Laid down in a contract Guidance at steps to work: -immediate active search for a job or -first specialized service Al deze zaken worden later in de slides verder toegelicht.

3. 2d line service Focus on work? Action plan= Guidance to work= -shortest way to sustainable employment -concrete and realistic -laid down in a (binding) agreement Guidance to work= -at every contact job vacancy match on top of weekly automatic matching -job applications are followed up on Al deze zaken worden later in de slides verder toegelicht.

4. 3d line service for jobseekers What? Specialized service, e.g. -training -medical examination in view of occupational choice -orientation course Who? Jobseekers who cannot immediately start searching for a job actively, for particular reasons (hindering factors) A diversified approach is used depending on whether a more intensive (e.g. low-skilled persons) or less intensive (e.g. high-skilled persons and particular medium-skilled persons) is required. Specific attention is paid to the unqualified inflow.[1] [1] This action does not aim at pupils from part-time secondary education and apprentices. In order to realize a comprehensive approach for this group, all actors work on the implementation of a system that must hold the guarantee of a full-time commitment and a better attunement of actions between the different actors on the basis of the concept note on Alternation between learning and work of the minister of Work and Education.

4. 3d line service for jobseekers Focus on work Action must be useful/realistic Action must increase employment opportunities Focus on ‘can’ instead of ‘want’ JS must respond to appropriate job vacancies in anticipation of the start of the action, during the action and after the action

5. Conclusions Basic characteristics of services for jobseekers: Directive Aimed at work Aimed at work in the short run OOC = oriëntatie- en observatiecentrum of beroepsoriëntatie plus: een specifiek aanbod van observatie, oriëntatie en remediering voor jongeren die niet aan het werk geraken via de intensieve bemiddeling
