Historical Background MKUKUTA builds on the Poverty Reduction Strategy Paper (PRS[P]) (2000-2003) Comparison of PRSP and MKUKUTA PRSP can be distinguished from MKUKUTA in the following manner:- PRSP Covered a three years timeframe Focussed on a few priority sectors Adopted a sector approach Focussed on social sectors Limited participation of stakeholders during formulation

MKUKUTA Introduction MKUKUTA (Mkakati wa Kukuza Uchumi na Kupunguza Umaskini Tanzania), National Strategy for Growth and Reduction of Poverty (NSGRP). It is the second national organizing framework which accords high priority to poverty reduction in Tanzania’s development agenda. MKUKUTA is informed by the aspirations of Vision 2025 for high and shared growth, high quality livelihood, peace, stability and unity, good governance, high quality education and international competitiveness. MKUKUTA has drawn much from the Millennium Development Goals (MDGs)

Principles of MKUKUTA Implementation of MKUKUTA is based on the following principles :- Empowerment and Enhancing Grassroots Participation Private sector development: Social and Gender equity Environmental Sustainability: Democracy and Good Governance Capacity Building Effectiveness and Efficiency Balanced Regional Growth

MKUKUTA CLUSTER OUTCOMES MKUKUTA identifies three cluster outcomes aiming at achieving the CCM Manifesto 2005, the MKUKUTA outcome by the year 2010, the Millennium Development Goals 2015 (MDGs) and the Vision 2025. The three clusters are: (1) Growth and reduction of income poverty (2) Improvement of quality of life and social wellbeing and (3) Good governance and accountability.

Implementation of MKUKUTA Began in 2005/06 financial year It is implemented by all: Government, Development Partners, Civil Society the Private Sector and communities Overall coordination about how we are progressing is responsibility of MOFEA.

MKUKUTA Monitoring System The MKUKUTA Monitoring Master Plan has been developed after reviewing the PMS so that it is responsive to broader needs of MKUKUTA: Growth, Social well- being, and Governance and Accountability Ensures that data and information on growth and reduction of poverty are collected, analyzed and disseminated, to enable policy makers assess progress of MKUKUTA, and to take appropriate actions where necessary Works towards an integrated system that reports at national level on both “outcomes” and “outputs” To further strengthen the planning, budgeting and reporting cycle
