Income and Services Three Census Tracts cover Hughes County. Census Tract 4848 comes in with the lowest median household income from 2013-2015 (Data USA, n.d.). 2015 national average of people living below the poverty line was 14.7%. 22% of Holdenville residents lived below the poverty line in 2015. Females age 6-11 were the largest demographic. Second largest males age 6-11. Third females age 35-44 (Data USA, n.d.). Disabled individuals in Census Tract 4848 is 26.7%. Oklahoma’s percentage of disabled citizens is 15.6% (U.S. Census Bureau, 2015). Percentage of households with a single female householder and no male present: 21.8% in Census Tract 4848. Community Assets One of the largest assets found within Census Tract 4848 is the possibility for economic success and growth. Large numbers of workers within the agricultural and oil and gas extraction fields. Specific to the oil and gas extraction economy, many of the lower level employees who live in this area are working for companies located in other counties. If the community were able to make alliances with those prospering in these fields and show them the needs within the community, they may choose to help the community they are financially benefiting from. Tapping into these rich resources at opportune times can mean bringing more resources into the community, such as: Jobs paying fair wages from male to female employees Assistance with educational needs for all ages Assistance in meeting the needs of local children to lessen the burden of the single parent.

Addressing the Problem Addressing the Wage Gap Kim, M. (2015). Outlaw Pay Secrecy Amend the Fair Labor Standards Act “National legislation has been introduced to amend the FLSA, including the Paycheck Fairness Act, to outlaw pay secrecy on a national level, but Congress has not passed any of this legislation” (Kim, 2015). Eliminate the “Glass Ceiling” Maume & Ruppanner. (2015). Placing more women in Power Positions within the Workforce “Women who reported to a female supervisor earned higher pay...most found that fewer than one in 15 top managers were women” (Maume & Ruppanner, 2015). Streamline Service Delivery of Health and Human Service Programs. Kraus & Pillsbury. (1984). “But streamlining can simplify the process for both prospective participants and staff because it removes unnecessary tasks, cuts repetitive work, and reduces manual transfers of information. It also builds partnerships among agencies and helps staff address problems facing people who use several programs” (Kraus & Pillsbury, 1894).

Implementation Outlaw Pay Secrecy Use economic connections through the oil and gas industry to push this political agenda. Make the social issue relatable to them on a personal level. Eliminate the “Glass Ceiling” Use available resources such as TANF, private donors, and Government Incentives to get women educated and trained for higher positions within the workforce. Put social service agencies in place to be a support and encouragement for females wanting to further their education and job skills. Streamline Service Delivery of Health and Human Service Programs. Policy changes involve the basic laws and regulations used to make eligibility decisions. Administrative changes deal with the location, configuration, and staffing of services. Technological changes enhance streamlining as automated systems are developed and refined
