DANGER: Assumptions made about the cause Usage statistics indicated that an online pdf document is very rarely downloaded User feedback indicated that they were unable to read the same document. What could the problem be?

Before taking action… Firstly identify where the fault lies: Client Website Server Network Is the problem caused by website design or the users system?
