What’s awesome about this page is it’s your market research that you can print and use in your file as documentation. Product Detail page = tells you about product and who has it! Includes: manufacturer part number, NSN if applicable, contractor part number, manufacturer, the contract number of the current vendor selected for reference, the schedule and SIN, warranty info, place of manufacture, weight and order increment, product description. Notice this item meets requirements for AbilityOne, even though we didn’t specify it in our search. Under the Compare Available Sources: FOB/Shipping information that will tell you if shipping costs are included. “O” means origin and does not include shipping. The rest include shipping. Next columns: Minimum order quantity for each vendor and standard delivery times. Next you’ll see any photos or green information and the socioeconomic status of each vendor. If you need to understand our abbreviations of the socioeconomic status categories, just click on the abbreviation. Next column: Contractor. Next column: Any special features symbols like BPA, Sale pricing, or volume discount pricing. Far left column: Price per unit. ***Pay special attention to the unit as it could vary within the product. Section 863 2009 Duncan Hunter National Defense Authorization Act All buyers of product and service orders using MAS and exceeding $150,000 (SAT) Perform market research and send an RFQ to as many Schedule contractors as practicable, and obtain at least three quotes. If three quotes are not obtained you must provide a written determination explaining that no additional contractors could be identified despite reasonable efforts. - or- Contact all schedule holders that offer the required work by informing them of the opportunity for award FAR change in May. Section 803 only applies to DoD Personnel It states that either 3 quotes must be received from vendors or all MAS vendors must be notified of RFQ. Use of eBuy satisfies both of these requirements. The most common users of eBuy are DoD components including Air Force, Army, and Navy, because eBuy satisfies Section 803 requirements. We encourage customers to use eBuy to adhere to this new FAR change which is great for you all because that means you can access more business via your GSA contract Use of e-Buy meets this requirement
Small Business Jobs Act of 2010 Interim rule for FAR Case 2011-024, effective Nov. 2, 2011, provides agencies with the ability to set aside orders and Blanket Purchase Agreements (BPAs) issued under Multiple Award Schedules (MAS) program. Before this rule, agencies were prohibited from setting aside orders and BPAs under the MAS program. In eBuy, the customer can notate that this will be a set aside or include it as an evaluation criteria.
