United Nations Regional Seminar on Data Archiving for Africa Addis Ababa, 20-23 September 2011 Access Policy and Dissemination of Microdata By Didier UYIZEYE Data processing Programmer and Head of Census Data Processing and Archiving nisr/rwanda
OUTLINE Background Introduction Microdata for Dissemination Tools used by NISR Access Policy Challenges Conclusion
Background Rwanda has conducted three census 1978,1991 and 2002 We are in the preparation of our next census of 2012. The pilot census has been conducted and we are on level of Data Processing
Introduction Increase in the use of internet has made statistical data available to users of statistical information who are willing of looking for ways of information they access can be utilized. Provide ways to not only the users but Researchers use of data, it is required to provide Micro data but also ensure a user friendly access.
Microdata for dissemination Microdata files for dissemination purposes differ from dataset in that all direct and indirect identifiers have been removed through various anonymization procedures. Anonymization refers to the process of removing direct and indirect identifiers from the survey file to conceal the characteristics and the identity of individual respondents.
Tools used by NISR Online IMIS based on Redatam R+SP: Now includes 5 surveys and one census of 2002. Downloadable datasets online: Dataset, metadata, Census document and Reports NADA is under development and will includes all surveys and census conducted at NISR NISR provides to all users the datasets on site after request.
Access Policy How? Make a Request process your request Data is given Who? Open for all users Access to data is free of charge
Challenges Creating awareness and interest in the data Huge database which requires good bandwidth Internet Service Provide unable to host the data base Choosing the tool to be used in microdata dissemination
Conclusion Conclusion Microdata needs to be disseminated because it plays an important role for further analysis that may be required.
