CHALLENGES AND PECULIARITIES OF BRAZILIAN INLAND ENCs AGENDA ITEM 7.3 Doc: MACHC 17-7.3A CHALLENGES AND PECULIARITIES OF BRAZILIAN INLAND ENCs MACHC 2016

AGENDA ITEM 7.3 – INLAND ENC Agenda Item 7.3/Doc MACHC 17-7.3A  Focus on challenges and peculiarities of Brazilian Inland ENCs . Action Item 15.6.2.1  Brazil to engage other countries in the MACHC region and other RHCs to develop a platform in the area of Inland ENC (IENC).

AGENDA ITEM 7.3 – INLAND ENC 13th Annual Meeting Nanjing/China, OCT2015, with the assistance of USA, China, Brazil and Europe representatives. Industry representatives also took part – Technical Coordinators; 14th Annual Meeting Manaus/Brazil, OCT 2016  Cancelled. Negative point: no forum to discuss coverage, expansion and integration (regional and global scale).

AGENDA ITEM 7.3 – INLAND ENC Key points were discussed in 2015: updates on IENC activities in global scale (USA, Europe, Brazil , China), review and acceptance of change requests, status of IHO S-100, S-99 and S-101 development, IEHG participation in S-100 Registry, the future alignment with IHO S-100 based standards and IEHG S-401 developments (future Inland ENC Product Specification).

AGENDA ITEM 7.3 – INLAND ENC • Why Inland ENC? ― The easiest solution to ensure full compatibility with maritime Electronic Chart Display and Information Systems (ECDIS) would be to use the worldwide maritime standards for Electronic Navigational Charts (ENCs). But sometimes that’s not possible: traffic on inland waterways is not regulated by the maritime Collision Prevention Rules (COLREG), but by regional regulations. Objects such as bridges can only be encoded in a very basic form for maritime ENCs, but are extremely important for inland navigation. An adaptable product for waterway navigation

AGENDA ITEM 7.3 – INLAND ENC • The work flow with HPD, for example, turns the updating easier and faster, in comparison to paper chart products, mainly in rivers with a high rate of changing.

Madeira River Extension: 3.315km/17th large Flooding period: 17 meters Movimentation: 4.8mi T (2014) Main product: soy Paper charts: 42 (planned)

AGENDA ITEM 7.3 – INLAND ENC

AGENDA ITEM 7.3 – INLAND ENC

AGENDA ITEM 7.3 – INLAND ENC 25 Inland ENC of Paraguay River being tested by users (civilian + military navigators). Possibility: 1.270km of coverage. Tiete-Parana Waterway: + 700km Uruguai-Brasil Waterway: + 450km UB7/ UB8

AGENDA ITEM 7.3 – INLAND ENC • Brazil Developing technical + operational minimum requirements for the system: ― Regional aspects must be observed. • Discussions on going at IEHG, so as to develop the future Inland ENC Product Specification: IEHG S-401 Inland ENC. • Encourage the participation of other countries on IEHG (Colombia, Venezuela, …). Establish common requirements in a common platform, so as to present to other countries as a suggestion (+stakeholders).

AGENDA ITEM 7.3 – INLAND ENC Action Item 15.6.2.1 Brazil to engage other countries in the MACHC region and other RHCs to develop a platform in the area of Inland ENC (IENC). Action Item 15.6.2.1  Brazil to share experience and expertise on development of Inland ENC with interested countries in MACHC region. Experience of steakholders are also appreciated (IIC/CARIS/ESRI as part of IEHG).
