“Developing Solid Household Waste Management in Ukraine” Kiev, Ukraine

The territory of Ukraine - 603,7 thousand sq. km. Introduction The territory of Ukraine - 603,7 thousand sq. km.

The population of Ukraine - 48 millions peoples, from them: 32 millions peoples the urban population and 16 millions village’s peoples.

Structure of Ukraine includes Autonomous Republic of Crimea, 24 areas, capital of Kiev and also Sevastopol, which have the cities with special status. In Ukraine 490 regions, 453 cities, 118 regions in cities, 887 villages of a urban type and 28612 villages.

Incineration Plant in Kiev In Ukraine annually are produced about 40 millions м3 of solid household waste. They are disposed on landfills, which in Ukraine have already totalled almost 3 thousand units, general square more than 5 thousand hectares. And only about 2,5% produced in country solid household waste are incinerated in cities Kiev and Dnepropetrovsk on 2 acting Incineration Plants from 4 are constructed in Ukraine in the Soviet time. There are stopped the Incineration Plants in cities Sevastopol and Kharkov. In country an absent system of the separate collection solid household waste. Incineration Plant in Kiev

In sanitary cleaning work about 20 thousand people. Work about 1 thousand enterprises, from which 1000 municipal enterprises. In sanitary cleaning work about 20 thousand people. Majority landfills of solid household waste are full, do not answer norms of ecological safety, have not protective equipment for environment, and this situation are negatively influence on environment. On them practically do not make recultivation, there are not decided the problem of utilization leachate. For construction of new landfills is not give land & this situation in Ukraine has a more and more problems. Besides, in Ukraine annually there are appear unauthorized dumps in woods, suburban and vacant urban territories. They are more than 2 thousand units, which deal territory about 500 hectares.

The average MSW handling tariff in the country is UAH 8 The average MSW handling tariff in the country is UAH 8.14/m3 for the population, UAH 8.97/m3 for governmental institutions and UAH 9.83/m3 for other customers. Due to this situation nearly 46% of the MSW handling companies are more or less profitable reortng an average operating margin of 8%. Tariffs for collecting, transporting and storing waste have practically not changed during 2001-2003. At that moment the general national tariff is UAH 8.98/m3 including UAH 7.31 for MSW collection and transportation and UAH 1.67 for MSW disposal. The lowest tariff was in the city Chernyhiv, UAH 3.12/m3, including UAH 2.64 for MSW collection and transportation and UAH 0.48 for MSW disposal. The highest tariff is in Kiev – UAH 15.6/m3 including UAH 3 for collection and transportation and UAH 12.6 for MSW disposal.

In the period November 2003 to January 2005 prepared project National Municipal Solid Waste Management Strategy of Ukraine (NMSWMS) for the Ukraine State Committee on Housing and Municipal Services - Derzhzhytlokomungosp. The project was carried out by COWI in co-operation with local consultants on behalf of DANCEE, the Danish Cooperation for Environment in Eastern Europe, Ministry of Environment, Denmark.

The main goal of the NMSWMS is to reduce the generation and adverse impacts of all forms of solid waste, and thereby contribute to the development of sustainable, clean and healthy urban centres in Ukraine. The NMSWMS will facilitate a coherent approach to improvements and developments of the municipal solid waste management system in Ukraine. By moulding a common agenda, the NMSWMS will contribute to integration and co-ordination of all stakeholders and thereby encourage an efficient use of available resources.

The NMSWMS is presented in two parts: 1. The Strategy and Action Plan. 2. The Strategy Implementation Guidelines, which provide guidelines for the strategy implementation. The guidelines are presented in three volumes focussing on general aspects, EU approximation and landfill gas joint implementation projects. The two strategy parts are supported by the Existing Situation Report, which describes the existing municipal slid waste management situation in Ukraine, and the Scenario Evaluation Report, which provides detailed evaluations of different scenarios for development of the municipal solid waste management system in Ukraine. The NMSWMS addresses all relevant aspects of municipal solid waste management and presents strategy provisions in five strategic themes: 1. Technical development, focussing on developments of technical systems such as waste collection, and treatment/disposal. 2. Institutional development, focussing on the institutional and organisational aspects of waste management. 3. Financial development, focussing on the financial and affordability aspects of waste management 4. Legislative development, focussing on the regulatory and legislative aspects of waste management, and 5. Public information and education, focussing on public awareness building.
