Session 2: Products and Services Delivery Streamlining MESA products and services towards the decision making cycle in support of environmental management Session 2: Products and Services Delivery

Outline Overview of SADC THEMA 5 Minute Video Stories of Usage of Products and services Botswana Cases (2) Radithupa / Jansen Malawi Cases (2) Zimbabwe Cases (2) Zambia Case (1) Tanzania (1) Capacity Building

BOTSWANA - Drought Service & PUMA Mr Radithupa M. Radithupa & Ms Esther Jansen Department of Meteorological Service, Botswana BDMS MANDATE Monitor and analyse Botswana and regional weather, providing weather forecasts, bulletins and an extensive range of meteorological and climatological data and reports. ROLE in MESA National Beneficiary Institute for the Drought Service in Botswana. Host of PUMA (2005 and 2010) receiving stations under AMESD and expecting upgrades to PUMA (2015) under MESA User of MESA Drought Monitoring Software (DMS)

Use of PUMA for PWS Benefits Color Composite: 22 April 2013 14:45 UTC Benefits Preparation for Meteosat second generation in Africa. Improving skills in the diagnosis of Atmospheric development improving accuracy of weather forecasts through easy interpretation of satellite imagery Capability to overlay /superimpose satellite images and NWP products MPEF:24 November 2012 14:15 UTC

PUMA conclusion PUMA/ AMESD / MESA have been very helpful in: improving weather forecasting/ nowcasting. mitigating the risk of weather related disasters

Drought Early Warning System

MESA products for drought monitoring Rainfall anomaly VCI for 2nd dekad March 2015 % departure from normal Drought severity

Drought Service Impact In situ and EO data came to the same conclusion on extent and severity of drought. Presidency declares drought with accompanying interventions .

MALAWI- Flood and agriculture services Madalitso Henry Mwale – DoDMA & Department of Disaster Management Affairs (DoDMA) Joseph Kanyangalazi- MoAIWD – LRCD Ministry of Agriculture, Irrigation and Water Development MANDATES To coordinate and direct disaster risk management programmes in Malawi/LRCD is responsible for promotion of programmes that ensure proper management of land based natural resources for improved agricultural production and other uses MESA Roles DoDMA Focal point trained in Flood Monitoring, yet to benefit from the MESA Flood Monitoring Station MoAIWD has benefited from an AMESD Station; Training of Focal Point thematic expert and Systems Administrator; Technical maintenance backstopping on the e-station

EO data for flood monitoring Above normal average rainfall conditions in 2015 led to flooding (worst in Malawi history), especially in the Southern Region of Malawi. Floods displaced 230,000 people, killing 106, washing away 89,110 hectares of crop land; destroying 523,000 houses, 1,200km of roads and damaging 185 bridges. EO data was use to calculate flood inundation and recession.

Flood Service benefits Number of affected people by district DoDMA depended on data provided by Department of Surveys (MASDAP). Data not in near real time. Malawi will benefit from the MESA Flood Station and service which will provide near real time data for better preparedness and response

MESA products monitoring of agriculture Excessive rainfall events lead to flooding conditions in most parts of Malawi. These anomalous rains have washed away planted area and is going to affect yields. There is need to develop an appropriate intervention strategy. Monthly rainfall Difference from LTAl Impact

Conclusions Intensify irrigation farming to complement rainfed production. Identify and channel intervention to areas most affected by drought & other natural calamities. Improve crop yield estimation

Zimbabwe – Wildfire and Agriculture Services Mr Ntandokamlimu Nondo Environmental Management Agency-(EMA). EMA MANDATE EMA is a statutory body responsible for ensuring the sustainable utilisation and protection of Zimbabwe’s environmental goods and services. . ROLE in MESA National Beneficiary Institute for Wildfire Hosting AMESD Wildfire receiving station Due for MESA Wildfire station upgrade. Hwange Fire 1st October 2014

MESA products in agricultural research VCI used to estimate severity of drought. tested for yield estimation. Exposure of crops to drought (dry dekads) is likely to lead to reduced maize yield. Regression based solution (VCI dry dekads vs. Yield (In situ data).

Results

Conclusion Significant negative linear relationship between number of dry dekads and maize yield. Close match between the predicated yield and the official yield statistics with average root mean square error value of 0.14 tons/ha

Zambia - Wilfire Service Mr Gift Sikaundi Zambia Environmental Managemetn Agency (ZEMA) MANDATE . MESA ROLE

MESA products for wildfire monitoring Fires over Zambia with Confidence levels 70% and above on Saturday 25th July 2015 18.31 million hectares were burnt in 2014 19.33 million hectares were burnt in 2013

MESA products used in research Analysis of fire frequency between 2008 & 2012 indicate that much of the land especially in northern Zambia & Kafue National Park is exposed to fires every year. Fire return intervals in Kafue park

Tanzania - Wildfire Service Ms Kekilia Kabalimu Ministry of Natural Resources and Tourism MANDATE Early warning and immediate response to wild fire occurrences. MESA ROLE Beneficiary of the AMESD fire station and recipient of the upgrade MESA wildfire station.

Fire spread speed 2.33 M/S reported at Katavi nation MESA products for wildfire monitoring Fire spread speed 2.33 M/S reported at Katavi nation MESA Fire Service consists of 3 components: before a fire, during fire and after fire. Comparison of monthly burnt area between 2013 and 2014 FDI data areas at higher risk can be identified.

Fire events reported after large areas burnt. BEFORE AMESD Fire events reported after large areas burnt. Fire management plan missed correct data for planning Early warning Fire index was not available for early warning Traditional fire watch tower
