2016-2021 REGIONAL PROGRAMME IN THE ARAB STATES TO COMBAT CRIMINAL & TERRORIST THREATS AND STRENGTHEN CRIMINAL JUSTICE & HEALTH SYSTEMS IN LINE WITH INTERNATIONAL STANDARDS ON HUMAN RIGHTS IN THE ARAB STATES 2016-2021

THE REGIONAL PROGRAMME DEVELOPMENT OF RP THE REGIONAL PROGRAMME FOR THE ARAB STATES 2016-2021 DEVELOPED UPON SPECIFIC REQUEST FROM THE MEMBER STATES THROUGH CHALLENGES OBSERVED IN THE MENA REGION AND NEEDS IDENTIFIED THROUGH ONGOING PROJECTS At the more general, programmatic level, UNODC will prioritize the following: Continue project development efforts throughout the region. Particular focus will be put on Tunisia and Palestine. UNODC has a limited portfolio in each Arab country, and it is based on requests from the national counterparts as well as available resources. The Office is doing every effort to expand its areas of operation. The independent in-depth evaluation is scheduled to end in May 2014, and while the evaluation is not conducted by UNODC, the Office is helping in terms of scheduling meetings, travel, logistics, etc. A major focus next year will be the development of the new Regional Programme (2016-2020) with the League of Arab States and Arab countries. The draft Programme is to be presented at next year’s Steering Committee meeting for comments and/or endorsement. UNODC Conventions MAIN MANDATES DRUGS: Single Convention on Narcotic Drugs, 1961 Convention on Psychotropic Substances, 1971 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988 ORGANIZED CRIME: United Nations Convention against Transnational Organized Crime and its Protocols (“Organized Crime Convention - UNTOC” adopted in 2000, entered into force in 2003) CORRUPTION: United Nations Convention against Corruption (“Convention against Corruption - UNCAC” adopted in 2003, entered into force in 2005) TERRORISM: Guided by universal legal regime (16 instruments), including specific General Assembly mandates, UN Global Counter-Terrorism Strategy, Security Council and Crime Commission

SP IV: CRIME PREVENTION AND CRIMINAL JUSTICE SUB-PROGRAMME IV CRIME PREVENTION AND CRIMINAL JUSTICE Outcome 2: Strengthened Capacities of Criminal Justice Systems; Improved Access to Justice for Children; Prevention and Response to Violence Against Children Outcome 6: Prison Systems in line with UN Standards and Norms; Reduced Recidivism and Violent Extremism in Prisons Addressed Outcome 1: Development and Implementation of Crime Prevention Strategies Supported Outcome 3: Gender- Sensitive Criminal Justice Systems in place and Strengthened Responses to Violence Against Women Outcome 4: Improved Access to Legal Aid Outcome 5: Improved Justice – Police Cooperation Community Safety in Communities Affected by Syrian Refugee Crisis At the more general, programmatic level, UNODC will prioritize the following: Continue project development efforts throughout the region.
