Today I will be presenting an unclassified brief on Civil Affairs Capabilities. The purpose of this brief is to explain the value of Civil Affairs and provide you with a basic understanding of our capabilities so you can make an informed decision on how best to employ the Civil Affairs Marines attached to your command.

Civil Affairs Designated active and reserve component forces and units organized, trained, and equipped specifically to conduct civil affairs operations (CAO) and to support civil-military operations (CMO). CMO and CAO. Distinction? What they do: Minimize the impact of military operations on the civilian population Leverage components of the civil dimension of the operating environment to support U.S. foreign policy objectives Assist the commander in meeting his legal and moral obligations to the civilian population. Civil Affairs Marines are designated active and reserve forces that are organized, trained and equipped to conduct civil affairs operations and support civil military operations. The distinction between these two types of operations is Civil Affairs Operations are performed solely by CA units, whereas CMO which are considered a command responsibility, may be performed by any military organization. Both CAO and CMO minimize the impact of military operations on the civilian population, identify and leverage components in the civil dimension of the operating environment to support our foreign policy objectives, and assist you in meeting your legal and moral responsibilities to the civilian population. In short Sir, the civil component of the battlespace becomes an asset rather than a liability. We achieve this affect through the execution of five core tasks.

Five Core Tasks MCT 1.15.1.1 Facilitate Populace and Resource Control MCT 1.15.1.2 Facilitate Foreign Humanitarian Assistance MCT 1.15.1.3 Facilitate Nation Assistance MCT 1.15.1.4 Collect Civil Information MCT 1.15.1.5 Facilitate Support to Civil Administration As you can see the Five Core Tasks of Civil Affairs are designated Marine Corps Tasks. First is Population and Resource control. This includes Non-combatant Evacuation Operations, Dislocated Civilian Operations, rationing, licensing, biometrics, and facilities inspections. Next is Foreign Humanitarian Assistance, which can take the form of direct assistance, indirect assistance or infrastructure support in permissive, uncertain, or hostile environments. Nation Assistance encompasses four programs: Security Assistance Foreign Internal Defense Military Civic Action Humanitarian and Civic Assistance Collecting Civil Information or Civil Information Management, is performed during the execution of all other Core Tasks. The process involves the collecting, collating, processing, analyzing, production, and dissemination of civil information related to military operations. Last there is Support to Civil Administration. These operations are conducted in either friendly or occupied territory. In occupied territory, the Secretary of Defense determines the extent of the support provided. In Friendly territory, it is determined by treaty or agreement. These tasks can be performed by either AC or RC Civil Affairs units.

Organization and Training Great Lakes Washington DC 3D CAG Quantico 1st CAG 2D CAG Camp Pendleton Camp Lejeune III MEF Det I MEF Det II MEF Det Hialeah Reserve Civil Affairs Forces are organized into four Civil Affairs Groups. 1st CAG is located at Camp Pendleton, California, 2nd CAG at Anacostia, Washington D.C. 3rd CAG at Great Lakes Naval Station, Illinois 4th CAG at Hialeah, Florida. Each CAG has 179 Marines/Sailors distributed through a HQ element, a G-9 staff and four CA detachments. Each Detachment is composed of four CA Teams. Active duty CA Forces are organized into detachments assigned to each MEF Headquarters Group. Each Det. has 51 Marines assigned to the Det. HQ or one of six seven man teams. CAGs are aligned to support the MEFs with 1st CAG supporting I MEF 2nd CAG supporting II MEF 3rd CAG supporting III MEF 4th CAG is in general support Other active duty CA billets are found in the MEF G-3 FOPs and in the S-3 sections of the Regiments and the MEUs. All Civil Affairs Marines are trained at the Marine Corps Civil Military Operations School (MCCMOS) at Quantico, VA. The Basic MOS course is four weeks of intensive academic training. CMO planners must attend a two week CMO Planner Course. Members of the G-9 staff attend a one week G-9 course. MCCMOS 4th CAG Okinawa

Coordinating Organizations Civilian Department of State USAID Department of Commerce Department of Agriculture Non-governmental Organizations Intergovernmental Organizations Host Nation Agencies Indigenous Populations and Institutions Military S/G shops SJA Engineers Medical Motor Transport Military Police Chaplain This training prepares the CA Marine to interface with civilian organizations to achieve the commander’s intent. The CA Marine will always try to leverage civilian assets and capabilities BEFORE using MAGTF resources. CA Marines routinely coordinate with the interagency as well as NGOs and IGOs. (Give an example of a NGO/IGO we may work with) Since CMO can be conducted by any Marine or Marine unit, we would also leverage other assets within the MAGTF to achieve your goals in the AO.

Supporting the Commander Assessments Engagements Understanding the Civil Component CA Marines can support your overall objectives through the additional tasks listed here. Assessments: Marines in conjunction with other MAGTF elements will conduct assessments across your AO to determine the status of essential services and other areas of importance to the civilian populace. Engagements: CA Marines will engage with key leaders and the general populace to understand local perceptions. Projects: CA Marines can serve as project managers on a variety of projects that enhance the lives of the civil populace within your AO. Coordination: The civil-military operations center (CMOC) serves as the CA coordination center with members of the HN, IGOs, NGOs, and the interagency. Understanding the civil component: CA Marines will provide you with a thorough understanding of the civil component through the use of analytical tools such as the ASCOPE/PMESII matrix.
