WHY THE INTEGRITY PACT ON THIS PROJECT? THE PROJECT WHY THE INTEGRITY PACT ON THIS PROJECT? Size of the public project budget and high public interest: Large impact on citizens; Media attention. Complexity of the project: High risk of corruption; High risk ok misinterpretation due to complex information; Absence of monitoring by citizens; Complexity of the public procurement procedure: Avoid lobbying from historical suppliers; Increase transparency, accountability and integrity.

THE PROJECT TIMING NEEDS ASSESSMENT/PROJECT PLANNING AND DESIGN (July 2014 to December 2015) The start of collaboration with Transparency International Italia INITIAL TENDER PHASE (January 2015 to April 2016) Integrity Pact signed on 11° of April 2016 by ARST, Sardinia Region, Transparency Internationl Italia TENDER PHASE/BIDDING PROCESS (April 2016 to November 2017) Integrity Pact signed by the bidders FINAL TENDER PHASE (October 2017 to December 2017) Integrity Pact will sign by the successfull contractor EXECUTION OF THE WORKS (January 2018 to May 2020)

MAIN MONITORING ACTIVITIES Needs assessment/Project planning and design: Evaluation of alternative choices; Independence of consultants and potential conflicts of interest. Public debates on the project. Initial tender phase: Tender documents comply with needs assessment documents; Publication of tender Documents. Bidding process: Pick independent evaluators. Disclosure of FAQs and corresponding answers.

OUR EXPERIENCE POSITIVE ASPECTS NEGATIVE ASPECTS The monitoring allows to follow a well defined path in full compliance with the European principles The project goes as planned: bidding documents are observed, information is shared with the public, and the participation of stakeholders is possible and effective The project is a best practice for future tender procedures The collaboration with Transparency increases credibility and legitimacy of the process Corruption can be more easily detected Conflicts and complaints related to the bidding process and contract execution are adequately managed IP should discourage participation of fraudolent firms and encourage good firms to participate in the tender. IP can help in considering aspects of the public procurment process that are otherwise disregarded. NEGATIVE ASPECTS It might increase the length of the whole project due to requests from Transparency If not managed carefully, like any mechanism, the IP can be subject to abuse and used for the so called ‘window dressing’ It cannot fully rule out corruption

THE PROJECT SUGGESTIONS When you start do not be worried about the additional bureaucracy of the Integrity Pact process but focus on its advantages. We recommend to be motivated and enthusiastic for the adoption of the integrity pact. Support the IP process by a comprehensive communication strategy to all agents: bidders and potential bidders, contractors and sub-contractors need to understand their rights and responsibilities under the IP.
