Responsible Party? Who me? Person(s) Vessel Could be the previous owner if vessel is abandoned. Always keep your bill of sale Operator Facility Owner Unless the owner transfers possession and right to use the property to another person by lease, assignment, or permit The responsible party of an incident is the person, business, or entity that has been identified as owning the vessel or facility that caused the spill. The term does not imply criminal negligence.

Responsible Party (RP) What does that mean to you… as the RP It is your responsibility to mitigate/prevent any damage to the environment to the satisfaction of the Federal On-scene Coordinator (OSC).

What if… I don’t want to take responsibility? I Don’t practice proper, safe remediation actions? All explained in the Notice of Federal Interest (NOFI)

Who Can Help? The Coast Guard will monitor the clean up and ensure that the spill is adequately, timely and safely addressed. Oil Spill Removal Organizations may be hired by the RP.

Oil Spill Removal Organization OSROs are companies that specialize in cleaning up oil spills. They often serve as contractors or subcontractors for spill response efforts.
